Proposing a balanced budget amendment to the Constitution of the United States.

This joint resolution proposes a constitutional amendment prohibiting (1) total outlays for a fiscal year from exceeding total receipts for that fiscal year, and (2) increases to the public debt limit. For emergency situations, Congress may authorize expenditures that violate these requirements for limited times if the expenditures are approved by a two-thirds vote of each chamber. Any debt incurred from these expenditures must be paid as soon as practicable. The amendment also prohibits legislation that increases revenue from becoming law unless it is approved by a roll call vote of two-thirds of each chamber. Finally, the amendment requires the President to submit a balanced budget to Congress annually.

Proposing a balanced budget amendment to the Constitution of the United States.

This joint resolution proposes a constitutional amendment prohibiting total federal expenditures for a year from exceeding the average annual federal revenue collected in the three prior years, adjusted for changes in population and inflation. Expenditures for payment of debt and revenues derived from borrowing are excluded. Congress may authorize specific expenditures in excess of the limit for up to one year by declaring an emergency with a roll call vote of two-thirds of each chamber. The requirements take effect in the first year beginning at least 90 days following ratification, except that expenditures are permitted to exceed the limit by specified amounts during each of the first nine years that the requirements are in effect.

Condemning the illegal intimidation tactics of extreme left-wing organizations.

Maddy summaryHRES 1214 is a non-binding congressional resolution condemning specific incidents of intimidation and vandalism targeting Supreme Court Justices and crisis pregnancy centers. It calls for the Department of Justice to enforce existing law (18 U.S.C. §1507) prohibiting protests near judges' homes and demands investigations into attacks linked to the group "Jane’s Revenge," which vandalized facilities with threatening messages like "If abortions aren’t safe, then you aren’t either." The resolution does not create new laws but formally expresses Congress’s stance against these acts. It directly addresses the actions taken against judicial officials and reproductive health centers, citing documented incidents from May-June 2022. The resolution is purely symbolic, with no legal effect beyond expressing congressional disapproval.

Condemning Charles "Chuck" Schumer, Senator of New York.

Maddy summaryThis resolution (HRES 1164) is a symbolic House vote condemning Senator Chuck Schumer for remarks made in March 2020 where he stated justices Gorsuch and Kavanaugh "will pay the price" for Supreme Court decisions. It specifically cites his comments as potentially contributing to a violent threat against Justice Kavanaugh (by Nicholas Roske, arrested in June 2022). The resolution calls on Schumer to issue a formal apology to the justices and publicly condemn threats against federal officials. As a non-binding resolution, it does not change law or policy but reflects the House's disapproval of his rhetoric.
