Maddy summaryHR 146, the "Old Glory Only Act," prohibits U.S. diplomatic and consular posts from flying any flag other than the U.S. flag above the buildings. This law directly affects all U.S. embassies, consulates, and other official diplomatic facilities abroad. The Secretary of State is required to ensure compliance with this rule, mandating that only the U.S. flag be displayed at these locations. The bill makes no exceptions for foreign flags or other symbols at these specific government properties.
Maddy summaryHR 144, the Adjusting Davis-Bacon for Inflation Act, raises the federal contract threshold for Davis-Bacon wage requirements from $2,000 to $50,000. This change directly affects contractors working on federal construction projects, expanding the number of projects subject to prevailing wage rules. The bill modifies the existing law to require federal contractors to pay local prevailing wages on larger construction contracts, shifting coverage from smaller to larger projects. It makes a specific, concrete adjustment to the law's application without altering wage calculation methods or other provisions.
Maddy summaryHR 143 prohibits using federal funds to transfer or release certain detainees held at Guantanamo Bay to the United States. It specifically blocks funding for moving non-U.S. citizen detainees (not members of the U.S. military) who were held at Guantanamo Bay after January 20, 2009, including Khalid Sheikh Mohammed. The bill directly affects these specific detainees by preventing their relocation to U.S. territory or possessions. It does not create new policy but restricts the use of existing defense funding for such transfers. This is a procedural bill focused on blocking a specific action via budget restrictions.
Maddy summaryHR 53 (FIND Act) requires federal contractors to certify they do not refuse to work with firearm manufacturers, dealers, ammunition sellers, or related safety device companies based on bias. It prohibits main contractors from awarding subcontracts exceeding 10% of a contract’s value to entities that fail to make this certification, and bans efforts to circumvent the rule through complex subcontract tiers. The law applies to all federal procurement contracts, directly affecting businesses bidding on government work. Violations risk contract termination and suspension from future government contracts.
