American SAFER Act of 2023

American Safety And Fairness through Expedited Removal Act of 2023 or the American SAFER Act of 202 3 This bill expands the classes of non-U.S. nationals ( aliens under federal law) who are subject to expedited removal (i.e., removal from the United States without further hearing or review). Specifically, the bill nullifies a 2004 Department of Homeland Security (DHS) rule  that generally limits expedited removal to certain situations, such as for non-U.S. nationals encountered within 14 days of entry into the United States without inspection and within 100 miles of a U.S. international land border. The bill also (1) prohibits DHS from implementing a rule that limits expedited removal based on how far a non-U.S. national was from the border when encountered or apprehended, and (2) modifies the relevant statute to state that expedited removal authority applies regardless of where the non-U.S. national was encountered or apprehended.

Public Diplomacy Modernization Act of 2023

Public Diplomacy Modernization Act of 2023 This bill establishes measures related to public diplomacy conducted by the Department of State. Specifically, the bill directs the State Department to appoint a Director of Research and Evaluation in the State Department's Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs. The director's responsibilities shall include (1) overseeing research to improve State Department public diplomacy strategy and tactics, and (2) developing guidance and training for public diplomacy officers on interpreting and implementing public diplomacy-related research. The bill directs the U.S. Advisory Commission on Public Diplomacy to establish a Subcommittee on Research and Evaluation. The subcommittee shall provide advice regarding audience research, digital analytics, and impact evaluations carried out by the State Department and the U.S. Agency for Global Media. The bill directs the State Department to establish a working group to analyze a potential transition to a shared-services model for human resources, travel, purchasing, and all other executive support functions for all bureaus that report to the Under Secretary for Public Diplomacy. The State Department shall adopt certain guidelines related to collecting and utilizing information in the event of a closure or consolidation of a public diplomacy facility.

Congressional Oversight of Russian Sanctions Act

Congressional Oversight of Russian Sanctions Act This bill requires the President to determine, within 60 days of receiving a request from Congress, whether a person (individual or entity) described in the request meets the criteria to be subject to sanctions imposed in two specified executive orders relating to Russia. The executive orders, dated April 15, 2021, and August 20, 2021, impose sanctions for certain activities including (1) efforts by Russia's government to undermine U.S. elections and democratic institutions, and (2) the construction of specified Russian energy pipelines. The President must also submit a report to Congress stating whether the President imposed or intends to impose sanctions on any person described in such a request from Congress.

DRILL Now Act
