Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.
Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 125 law enforcement officers. Countering Untrusted Telecommunications Abroad Act This bill requires the Department of State to address the use of untrusted telecommunications equipment (and services). It also requires certain securities issuers to disclose the use of such equipment. The State Department must provide support, such as diplomatic and political support, for certain telecommunications infrastructure projects that have the potential to promote U.S. national security interests. Furthermore, a securities issuer that is required to file annual or quarterly reports with the Securities Exchange Commission must periodically disclose whether it used or contracted to use telecommunications equipment deemed by the Federal Communications Commission to pose an unacceptable risk to U.S. national security or the security and safety of U.S. persons. The disclosure must contain certain information, including whether the equipment is being used in a mobile network run by the issuer. The State Department must report to Congress on (1) the prevalence of such telecommunications equipment in the networks of U.S. allies and partners, and (2) the use of such telecommunications equipment in U.S. embassies and by embassy staff and personnel.
Upholding the Dayton Peace Agreement Through Sanctions Act This bill imposes visa- and property-blocking sanctions on foreign persons (i.e., individuals or entities) that are involved in certain actions that threaten the peace, stability, or democracy of Bosnia and Herzegovina. The President must impose such sanctions on certain foreign persons, including those that are responsible for or engaged in corruption or certain acts or policies that seek to (1) threaten the peace, security, stability, or territorial integrity of Bosnia and Herzegovina; (2) undermine democratic processes or institutions in Bosnia and Herzegovina; or (3) undermine the Dayton Peace Agreement or certain authorities related to the agreement. (The agreement brought an end to the Bosnian War, and Bosnia and Herzegovina's constitution stems in part from the agreement.) The Department of the Treasury may impose certain prohibitions and restrictions on a foreign financial institution that knowingly conducts or facilitates a significant transaction for a foreign person subject to sanctions under this bill.
Veterans Infertility Treatment Act of 2021 This bill requires the Department of Veterans Affairs (VA) to furnish infertility treatments, standard fertility preservation services, or both to a covered veteran or partner of a covered veteran if the individuals jointly apply for such treatments or services. A covered veteran is a veteran who has infertility and is enrolled in the VA health care system. Under the bill, in vitro fertilization treatment may only be furnished for up to three completed cycles resulting in live birth or six attempted cycles, whichever occurs first. The VA may furnish in vitro fertilization treatment using donated gametes or embryos. During the interim period before infertility treatment regulations are in effect, the VA must ensure that (1) fertility counseling and treatment for veterans may also be furnished to the partner of a veteran regardless of whether the veteran and the partner are married, and (2) such counseling and treatment may be furnished using donated gametes or embryos.
Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.
Maddy summaryHR 7618 designates the Kol Israel Foundation Holocaust Memorial in Bedford Heights, Ohio, as a national memorial. The bill formally recognizes the memorial's role in preserving the memory of Holocaust victims and honoring survivors who built it. Crucially, the designation does not make the site part of the National Park System and explicitly states no federal funds will be used for the memorial. This is a commemorative measure affecting the memorial's official status, not a policy change with operational requirements.
National Service Animals Memorial Act This bill authorizes the National Service Animals Monument Corporation to establish a commemorative work on federal land in the District of Columbia to commemorate the heroic deeds and sacrifices of service animals and handlers of service animals in the United States. The establishment of the commemorative work shall be in accordance with the Commemorative Works Act. Federal funds may not be used to pay any expenses for the establishment of the commemorative work.
