Access to AEDs Act

Maddy summaryHR 2370, the Access to AEDs Act, authorizes $25 million in federal funding (2024-2028) to help public elementary and secondary schools improve access to automated external defibrillators (AEDs) and CPR training. The bill directs the Secretary of Health and Human Services to award grants to school districts and partners for developing AED programs, training staff and students, purchasing and maintaining AEDs, and creating cardiac emergency response plans. It specifically targets schools to address sudden cardiac arrest (SCA), which is a leading cause of death among student athletes and youth, with 90% of SCA victims dying without immediate CPR and defibrillation. The law requires grantees to report on their activities and establishes a clearinghouse to collect data on school AED access and costs.

To require the Administrator of the United States Agency for International Development to submit a report on progress relating to malaria reduction, and for other purposes.

Maddy summaryHR 2854 requires the U.S. Agency for International Development (USAID) Administrator to submit a report to Congress within 180 days of the bill's enactment. The report must detail progress toward reducing global malaria cases and deaths by 90% by 2030, including specific data on malaria incidence and mortality rates. This bill does not change funding or programs but mandates a standardized assessment of U.S. malaria reduction efforts, directly affecting USAID's reporting obligations. It focuses on tracking measurable outcomes of existing U.S. initiatives like the President’s Malaria Initiative. The summary is based solely on the bill's reporting requirement (Section 3), not on policy changes or advocacy.

Countering Untrusted Telecommunications Abroad Act

Maddy summaryHR 1149 requires the U.S. government to monitor and report on the use of Huawei and ZTE telecommunications equipment in allies' 5G networks and U.S. embassy systems. It mandates annual reports detailing which countries use untrusted equipment, which carriers are affected, and plans to replace such technology. The bill also adds new SEC disclosure rules for companies using Huawei/ZTE equipment, requiring them to report details about network usage, replacements, and future plans. These provisions directly affect U.S. allies with defense agreements, U.S. embassies, and telecommunications companies operating in the U.S. or with U.S. ties. The law aims to promote "trusted" telecommunications infrastructure through transparency and reporting, without specifying new funding or penalties.
