Original National Domestic Violence Awareness Month Resolution of 2022 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

Major Richard Star Act This bill provides that combat-disabled uniformed services retirees with fewer than 20 years of creditable service may concurrently receive, without reduction, veterans' disability compensation and retired pay or combat-related special compensation.

Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Global Malnutrition Prevention and Treatment Act of 2021 This act sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. Specifically, USAID may leverage resources to address malnutrition through the Global Nutrition Coordination Plan (an interagency effort to strengthen the impact of U.S. investments in nutrition) and its role on the board of directors of the U.S. International Development Finance Corporation. USAID must also select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. Additionally, USAID may establish the Nutrition Leadership Council to coordinate federal government activities to prevent and treat malnutrition; and target resources and nutrition interventions to the populations most susceptible to severe malnutrition and otherwise support efforts to prevent and treat malnutrition globally. The act also requires USAID to provide to Congress an implementation plan and annual reports concerning its programs for treating and preventing malnutrition. The act's provisions terminate seven years after its enactment.

This resolution recognizes the accomplishments of Roberto Clemente, the first Puerto Rican to be elected to the National Baseball Hall of Fame, and urges Major League Baseball to retire the number 21 in honor of his life and legacy.

This bill designates the facility of the United States Postal Service located at 3900 Crown Road Southwest in Atlanta, Georgia, as the John R. Lewis Post Office Building.

Heroes of the Warsaw Ghetto Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal posthumously to commemorate the participants in the Warsaw Ghetto Uprising who led an armed resistance against Nazi occupiers.

Industrial Efficiency Incentive Act This bill requires the Department of Energy (DOE) to establish the Sustainable Industry Rebate Program to issue rebates to owners or operators of nonpower industrial facilities for purchases of qualified technology (i.e., certain energy efficient technology). Additionally, DOE must identify the 3,000 nonpower industrial facilities that emit the most greenhouse gases and offer to assess the facilities and provide assistance and recommendations.

Ocean Restoration Research and Development Act of 2022 This bill directs the Department of Energy (DOE) to establish a pilot program for the research and development of ocean replenishment and restoration technologies and techniques that have the potential to achieve regional-to-global scale ocean restoration, enhancement of fisheries, conservation of marine mammals, and emissions reductions. DOE shall prioritize activities that take place in pelagic waters and will not stimulate phytoplankton production that causes or accelerates harmful algal blooms in coastal waters. Pelagic waters means the part of the open sea or ocean other than coastal waters.

Hydrogen for Industry Act of 2022 This bill requires the Department of Energy (DOE) to establish grant programs to support the use of hydrogen in energy. Specifically, DOE must establish a grant program for projects that demonstrate the uses of hydrogen in heavy industry (e.g., steel, cement, glass, and chemical manufacturing). It also directs DOE to establish a grant program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.
