Parity Implementation Assistance Act

Parity Implementation Assistance Act This bill provides grants to assist states with the implementation of the federal mental health parity requirements. States receiving the grants must request and review from private health insurance plans their required comparative analysis of nonquantitative treatment limitations (NQTLs) with respect to mental health or substance use disorder benefits. (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.)

Disability Employment Incentive Act

Disability Employment Incentive Act This bill expands tax credits and deductions that are available for employers who hire and retain employees with disabilities. The bill expands the work opportunity tax credit to include the hiring of employees who receive Social Security Disability Insurance (SSDI) benefits. For employers who hire vocational rehabilitation referrals, Supplemental Security Income recipients, or SSDI recipients, the bill also (1) increases the amount of wages that may be taken into account for the credit, and (2) allows an additional credit for second-year wages. With respect to the tax credit for expenditures by eligible small businesses to provide access to disabled individuals, the bill increases the limits that apply to (1) the amount of expenditures that are eligible for the credit, and (2) the gross receipts and full-time employees of eligible small businesses. The bill also expands the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly. The bill modifies the deduction to (1) increase the limitation on the amount of the deduction, and (2) allow the deduction to be used for certain improvements in the accessibility of internet or telecommunications services to handicapped and elderly individuals.

FAIR Leave Act

FAIR Leave Act or the Fair Access for Individuals to Receive Leave Act This bill repeals the limit on the aggregate number of workweeks of family and medical leave that spouses employed by the same employer may be entitled to during any 12-month period. The current limit is 12 aggregate workweeks.

Paycheck Fairness Act

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex, which is defined to include pregnancy, sexual orientation, gender identity, and sex characteristics. Specifically, it limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, enhances nonretaliation prohibitions, and makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages. The bill also increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program to provide training in negotiation skills related to compensation and equitable working conditions, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill establishes the National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. It also establishes the National Equal Pay Enforcement Task Force to address compliance, public education, and enforcement of equal pay laws. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

To provide grants for fire station construction through the Administrator of the Federal Emergency Management Agency, and for other purposes.

This bill directs the Federal Emergency Management Agency (FEMA) to establish a grant program to modify, upgrade, and construct fire and emergency medical services (EMS) department facilities. Grant recipients may use funds received to build, rebuild, or renovate fire and EMS department facilities; upgrade existing facilities to install exhaust emission control systems, install backup power systems, upgrade or replace environmental control systems (such as HVAC systems), remove or remediate mold, and construct or modify living quarters for use by male and female personnel; and upgrade fire and EMS stations or build new stations. The bill sets forth provisions regarding (1) grant fund allocations between career and volunteer fire and EMS departments, and (2) prevailing rate of wage and a requirement for using materials produced domestically for public contracts.

Space Infrastructure Act

Space Infrastructure Act This bill directs the Department of Homeland Security to designate space systems, services, and technology as a critical infrastructure sector. Under current law, critical infrastructure means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.

Americans Giving Care to Elders (AGE) Act of 2021

Americans Giving Care to Elders (AGE) Act of 2021 This bill allows a tax credit for a portion of a taxpayer's expenses for eldercare. The credit applies to expenses to care for certain relatives or members of the taxpayer's household who have attained the age of 60 and require assistance with activities of daily living. Eldercare expense include amounts paid for: medical care, lodging away from home, adult day services, personal care, respite care, assistive technologies and devices (including remote health monitoring), environmental modifications (including home modifications), and counseling or training for a caregiver. The amount of eldercare expenses incurred during any year that may be taken into account for the credit may not exceed $6,000.

Hamas International Financing Prevention Act

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

Collaborative Academic Research Efforts for Tourette Syndrome Act of 2021

Collaborative Academic Research Efforts for Tourette Syndrome Act of 2021 This bill requires the National Institutes of Health (NIH) to carry out data collection and expand other research activities on Tourette syndrome. This is a neurological disorder characterized by sudden, repetitive, rapid, and unwanted movements or vocal sounds. Specifically, the NIH must develop a system to collect epidemiological data and information on the availability of medical and social services for individuals with Tourette syndrome and their families. In addition, the NIH must award various grants for research on Tourette syndrome, including to support Collaborative Research Centers for Tourette Syndrome. The NIH must also designate a portion of its funding for Tourette syndrome programs and activities.

Improving Access to Medicare Coverage Act of 2021

Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.
