Cancer Drug Parity Act of 2025

Maddy summaryHR 4101, the Cancer Drug Parity Act of 2025, requires group health plans and insurance plans to provide equal cost-sharing (like deductibles and copays) for oral anticancer drugs as for intravenous or injected cancer drugs. This directly affects insured cancer patients prescribed oral medications, ensuring they face no higher out-of-pocket costs than for IV treatments when medically necessary. The law prohibits plans from changing benefits to increase costs for oral drugs or applying stricter limits on them compared to IV drugs. It takes effect for plan years starting January 1, 2026, and mandates a GAO study to assess the law’s impact on patient costs within two years of enactment.

Ensuring Women’s Right to Reproductive Freedom Act

Maddy summaryThis bill prohibits state officials from blocking abortion access for patients traveling from other states, including restricting providers who offer legal abortions in their state to out-of-state patients. It protects people traveling across state lines for legal abortions, those assisting such travel, and the interstate transport of FDA-approved abortion medication. Violations can be challenged by the Justice Department or affected individuals through civil lawsuits seeking injunctions and damages. The law applies broadly across all states, territories, and tribal nations, defining "abortion service" to include both medical procedures and related care.

ELEVATE Act of 2025

Maddy summaryHR 3301, the ELEVATE Act of 2025, modifies securities registration rules for companies preparing to go public. It allows companies (including emerging growth companies) to confidentially submit draft registration statements to the SEC for staff review before public filing, with the draft needing to be made public 10 days prior to listing on a national exchange. The bill explicitly protects this confidential review process from public disclosure under the Freedom of Information Act (FOIA), treating the submitted information as confidential. This directly affects companies seeking to list shares on major stock exchanges by providing a pre-filing feedback mechanism. The key change is creating a formal, legally protected channel for confidential SEC staff review of registration documents.

Access to Small Business Investor Capital Act

Maddy summaryHR 2225, the Access to Small Business Investor Capital Act, modifies how investment companies report fees related to business development companies (BDCs). It allows registered investment companies to exclude fees paid indirectly to BDCs (which primarily invest in small businesses) from their "Acquired Fund Fees and Expenses" calculation on SEC registration statements. This change simplifies reporting for investment companies holding BDC shares by removing those specific fees from expense calculations. The bill directly affects investment companies filing SEC forms (N-1A, N-2, N-3) that hold BDC investments, potentially reducing their reported expense ratios. It does not create new funding for small businesses but aims to streamline investment in BDCs by easing reporting burdens.

Expanding Access to Capital for Rural Job Creators Act

Maddy summaryThis bill amends the Securities Exchange Act of 1934 to expand eligibility for certain capital access provisions. It directly affects rural-area small businesses by adding them to existing categories that qualify for streamlined capital-raising mechanisms previously limited to women-owned small businesses. The key change inserts "rural-area small businesses" into two specific sections of the law (paragraphs 4(j)(4)(C) and 4(j)(6)(B)(iii)), updating the rules for who can access these capital channels. This provides a concrete policy change by formally including rural small businesses in current regulatory frameworks designed to help small business owners raise capital. The bill does not create new funding programs but adjusts existing eligibility criteria under federal securities law.

Lowering Broadband Costs for Consumers Act of 2025

Maddy summaryThis bill requires major internet companies (including social media, streaming services, and app stores) and broadband providers to contribute to the Universal Service Fund, which subsidizes affordable broadband in rural and high-cost areas. It exempts smaller companies that transmit less than 3% of U.S. broadband data or earn under $5 billion annually. The Federal Communications Commission must create a new support mechanism to help rural broadband providers cover costs, while ensuring contributions remain fair and predictable. The bill explicitly states it does not grant the FCC new authority over these companies.

FIGHT Act of 2025

Maddy summaryHR 3946, the FIGHT Act of 2025, amends the Animal Welfare Act to specifically prohibit gambling on animal fighting events and restrict the interstate transport of roosters used in such ventures. It defines "rooster" as male chickens over six months old and makes it unlawful to sponsor, exhibit, attend (for those under 16), or gamble on animal fighting events - whether in-person or broadcast. The bill creates a civil enforcement mechanism allowing any person to file a lawsuit to stop violations after providing 60 days' notice to authorities, with potential fines up to $5,000 per violation. It also establishes seizure of property used to facilitate violations and clarifies that state laws on animal fighting remain in effect unless directly conflicting with federal provisions.

Improving Access to Medicare Coverage Act of 2025

Improving Access to Medicare Coverage Act of 2025 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Expressing support for the designation of June 11, 2025, as "World Franchise Day".

Maddy summaryThis resolution (HRES 503) is a non-binding expression of support for designating June 11, 2025, as "World Franchise Day." It does not create new laws or directly affect any individuals or businesses; instead, it symbolically recognizes franchising's economic role. The resolution cites franchising's history (tracing to Benjamin Franklin and Isaac Singer), its current scale (830,876 U.S. establishments supporting 8.8 million jobs), and its contribution to the economy (nearly 3% of GDP). It is a procedural resolution, not a policy change, meant to acknowledge franchising's significance as a business model.

Roadless Area Conservation Act of 2025

Maddy summaryThis bill codifies existing protections for designated roadless areas within the National Forest System by prohibiting new road construction, road reconstruction, and logging in these areas. It directly affects National Forest lands already identified as "inventoried roadless areas" under the current Roadless Rule, which covers roughly 58 million acres. The key mechanism requires the Secretary of Agriculture to enforce these prohibitions, maintaining current protections without expanding restrictions to other lands or altering existing multiple-use management. The bill does not create new protected areas but legally solidifies the existing regulatory framework to preserve ecological and recreational values.
