Medical Marijuana and Cannabidiol Research Expansion Act

Medical Marijuana and Cannabidiol Research Expansion Act This act establishes a new, separate registration process to facilitate research on marijuana. Specifically, the act directs the Drug Enforcement Administration (DEA) to follow procedures specified in the act to register (1) practitioners to conduct marijuana research, and (2) manufacturers to supply marijuana for the research. The act allows certain registered entities (including institutions of higher education, practitioners, and manufacturers) to manufacture, distribute, dispense, or possess marijuana or cannabidiol (CBD) for the purposes of medical research. Additionally, the act directs the DEA to register manufacturers and distributors of CBD or marijuana for the purpose of commercial production of an approved drug that contains marijuana or its derivative. Finally, the act includes various other provisions, including provisions that require the DEA to assess whether there is an adequate and uninterrupted supply of marijuana for research purposes; prohibit the Department of Health and Human Services (HHS) from reinstating the interdisciplinary review process for marijuana research; allow physicians to discuss the potential harms and benefits of marijuana and its derivatives (including CBD) with patients; and require HHS, in coordination with the National Institutes of Health and relevant federal agencies, to report on the therapeutic potential of marijuana for various conditions such as epilepsy, as well as the impact on adolescent brains and on the ability to operate a motor vehicle.

Preventing HEAT Illness and Deaths Act of 2021

Preventing Health Emergencies And Temperature-related Illness and Deaths Act of 2021 or the Preventing HEAT Illness and Deaths Act of 2021 This bill provides statutory authority for, and otherwise revises, the National Integrated Heat Health Information System Program to improve the capacity of the United States to prepare for, adapt to, and mitigate health risks of extreme heat. The Office of Oceanic and Atmospheric Research of the National Oceanic and Atmospheric Administration (NOAA) must carry out this program. (Currently, the program is jointly administered by NOAA and the Centers for Disease Control and Prevention.) Under the bill, the program may provide financial assistance for projects to increase awareness, education, and research about extreme heat events and mitigate the human health impacts of those events. In awarding the assistance, the program must prioritize historically disadvantaged communities and communities with significant heat disparities associated with race or income. Other components of the program include grants for research on climate and health and a study of relevant policy, research, and data gaps concerning extreme heat information and response. The bill also establishes an interagency committee within the White House Office of Science and Technology Policy to develop a strategic plan and otherwise coordinate federal activities related to the program.

Global Amphibian Protection Act of 2021

Global Amphibian Protection Act of 2021 This bill establishes a Highly Endangered Amphibian Species Conservation Fund and requires the Department of the Interior to use the fund to carry out a grant program for the conservation of highly endangered amphibian species. Highly endangered amphibian species means any amphibian species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as endangered, critically endangered, or extinct in the wild.
