To amend title XVIII of the Social Security Act to remove in-person requirements under Medicare for mental health services furnished through telehealth and telecommunications technology.

Maddy summaryHR 8497 removes a requirement that Medicare patients must have an initial in-person visit before receiving mental health services via telehealth. This change directly affects Medicare beneficiaries seeking mental health care, particularly those in rural areas or with mobility challenges, by allowing them to access these services remotely from their first appointment. Key provisions eliminate geographic restrictions for telehealth mental health visits starting July 1, 2019 (for substance use disorder treatment) and after the end of the pandemic emergency period (for general mental health care). The bill applies to services provided through standard telehealth platforms and does not alter Medicare coverage amounts or funding.

Promoting Cross-border Energy Infrastructure Act

Promoting Cross-b order Energy Infrastructure Act This bill establishes a new process for approving the construction and operation of energy infrastructure across an international border of the United States and replaces the existing process established under specified executive orders. Specifically, this bill requires a person to obtain a certificate of crossing before constructing, connecting, operating, or maintaining a border-crossing facility for the import or export of oil, natural gas, or electricity across an international border. A certificate must be obtained from the Federal Energy Regulatory Commission (FERC) for a facility consisting of oil or natural gas pipelines or the Department of Energy (DOE) for an electric transmission facility. As a condition of issuing a certificate, DOE must require that an electric transmission facility be constructed, connected, operated, or maintained consistent with specified policies and standards. FERC and DOE must meet a deadline for issuing a certificate as set forth by this bill. The bill also requires FERC to meet a deadline for approving applications to import or export natural gas to or from Canada or Mexico.

Countering Atrocities through Currency Accountability Act of 2022

Countering Atrocities through Currency Accountability Act of 2022 This bill requires financial institutions and agencies to take specified special measures regarding foreign financial activity if the Department of the Treasury concludes that the measures are necessary to address human rights violations. These measures are applied upon a finding that a jurisdiction (or a financial institution, transaction, or type of account involving a jurisdiction) is of primary humanitarian concern. The measures include additional recordkeeping and reporting of transactions, beneficial ownership information, and information relating to payable-through accounts and correspondent accounts. If Treasury finds a payable-through or correspondent account involves foreign human rights violations, then Treasury is allowed to prohibit or impose conditions on that account. The bill establishes additional due diligence requirements for financial institutions managing a bank account or a correspondent account of a foreign person. Finally, Treasury must determine if the Xinjiang Uyghur Autonomous Region in China qualifies as a jurisdiction subject to the additional measures established by the bill.

Recognizing the service of the Los Angeles-class attack submarine, the USS Oklahoma City, and the crew of the USS Oklahoma City, who served the United States with valor and bravery.

Maddy summaryThis resolution (HRES 1143) is a symbolic recognition of the USS Oklahoma City (SSN-723), a Los Angeles-class attack submarine, and its crew for their service to the United States. It honors the submarine’s 34-year career, including global deployments, support during the 1995 Oklahoma City bombing aftermath, and its role as the first Navy submarine to adopt all-electronic navigation. The resolution has no policy or legal effect - it does not fund, change laws, or directly affect any individuals or entities beyond expressing congressional appreciation for the vessel’s service. It was introduced in May 2022, following the submarine’s decommissioning on May 20, 2022.

The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year.
