Ensuring Diversity in Community Banking Act This bill establishes programs and revises provisions related to minority depository institutions, community development financial institutions, and impact banks. The bill (1) expands the definition of minority depository institutions to include women-owned banks, and (2) establishes impact banks as depository institutions with total assets less than $10 billion and where a certain total dollar value of loans are extended to low-income borrowers. The bill establishes a program allowing minority depository institutions and impact banks to receive deposits from certain Department of the Treasury accounts through designated custodial entities. It also establishes the Minority Bank Deposit Program to prioritize the use of minority depository institutions to the maximum extent possible to serve the financial needs of federal departments and agencies. Federal banking agencies must issue rules allowing new minority depository institutions and impact banks to take three years to meet capital requirements.

Maddy summaryThis bill establishes an Interagency Task Force on Black Women and Girls, requiring the Attorney General and Health Secretary to create a group within 180 days of enactment. The Task Force will examine systemic issues affecting Black women and girls - including school discipline, economic opportunities, healthcare access, justice system involvement, and housing - and make policy recommendations across these areas. It mandates the U.S. Commission on Civil Rights to annually study specific disparities like maternal mortality rates, the school-to-prison pipeline, and housing barriers, then report findings to Congress. The bill directly targets policies impacting Black women and girls as defined in the legislation, with recommendations due within two years.
Maddy summaryHR 7378, the Frederick Douglass Congressional Gold Medal Act, authorizes Congress to posthumously award a gold medal to honor Frederick Douglass's legacy as a pivotal abolitionist, writer, and advocate for civil rights. The medal, designed by the Treasury Secretary, will be presented to the National Museum of African American History and Culture for display, with bronze duplicates available for sale to cover costs. This ceremonial bill does not create new laws or affect current policies - it solely commemorates Douglass's historical contributions to ending slavery and advancing equality.
Maddy summaryHR 7257, the GLRI Act of 2024, reauthorizes federal funding for the Great Lakes Restoration Initiative. It specifically adds $500 million annually for fiscal years 2027 through 2031 to the existing program under the Federal Water Pollution Control Act. This funding directly supports ongoing environmental restoration projects in the Great Lakes region, including pollution cleanup, habitat restoration, and invasive species management. The bill extends current funding levels for the next five years without altering program requirements or eligibility.
Medicaid Coverage for Addiction Recovery Expansion Act This bill allows state Medicaid programs to cover residential addiction treatment facility services for adults between the ages of 22 and 64 if such services are offered as part of a full continuum of evidence-based treatment services. Residential addiction treatment facility services are medically necessary inpatient services provided in an accredited, size-limited facility for the purpose of treating a substance-use disorder within a specified time period. In addition, the bill establishes a grant program for states to expand infrastructure and treatment capabilities of existing youth addiction treatment facilities that (1) provide addiction treatment services to youths under Medicaid or the Children's Health Insurance Program (CHIP), and (2) are located in communities with high numbers of medically underserved populations of at-risk youths. At least 15% of grant funds awarded to a state must be used for making payments to rural facilities.
Maddy summaryHR 7288, the Armenian Protection Act of 2024, repeals the waiver authority that allows the President to bypass restrictions on U.S. aid to Armenia. Specifically, it prevents the waiver of Section 907 of the Freedom Support Act for fiscal years 2024 and 2025, which currently blocks U.S. assistance to Armenia due to historical disputes. This bill directly affects Armenia's eligibility for certain U.S. foreign aid programs by removing the possibility of executive branch waivers for those years. The key mechanism is the permanent removal of the waiver option under the specified appropriations law, changing the policy landscape for U.S.-Armenia aid relations.
Maddy summaryThis bill restricts how credit reporting companies share homebuyers' credit reports during mortgage applications. It prevents companies from sending these reports to third parties (like marketers) just because a lender requested them for a mortgage. Only specific entities can receive the reports: the mortgage lender who originated the loan, the company servicing the loan, or the bank holding the homebuyer's account. This directly protects homebuyers' privacy by limiting unauthorized sharing of their financial data.
Ensuring Diverse Leadership Act of 2024 This bill requires that, when appointing a president, a Federal Reserve Bank must interview at least one individual reflective of gender diversity and one reflective of racial or ethnic diversity. The bill amends numerous banking-, finance-, and trade-related acts to make references to officials (including those to the Chairman of the Board of Governors of the Federal Reserve System) gender-neutral.
Maddy summaryThe Credit for Caring Act of 2024 creates a new federal tax credit for family caregivers. It allows eligible caregivers to claim a credit equal to 30% of qualified caregiving expenses (like home modifications, medical supplies, or respite care) exceeding $2,000 per year, capped at $5,000 annually. To qualify, caregivers must earn over $7,500 in income and provide care for a relative (like a spouse or parent) certified by a healthcare provider as needing long-term care for at least 180 days. The credit phases out for higher earners, with a $75,000 income threshold for single filers and $150,000 for joint returns.
Maddy summaryHR 7132 creates a federal grant program to help state and local governments, tribes, and Native Hawaiian organizations develop and implement housing plans. Grants fund both planning (creating strategies) and implementation (putting strategies into action) to increase housing supply and affordability while avoiding displacement of current residents. At least 10% of funds must support rural communities, and recipients must report annually on progress and submit final evaluations after three years. The program requires comprehensive plans addressing housing needs, land use reforms, and community engagement to expand housing options.
