This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should continue door delivery for all customers.
Clean Start: Back to Work Tax Credit Act This bill allows employers a business related tax credit for 50% of the cost of qualified cleaning expenses incurred in a trade or business or with respect to owning or operating commercial real estate. The credit may not exceed $250,000 for any taxpayer in a taxable year and it terminates after March 31, 2022. The bill defines qualified cleaning expenses as amounts paid for cleaning services, cleaning products, tools, machinery, technology systems, personal protective equipment, and for obtaining a certification in cleaning.
Taking Account of Bureaucrats' Spending Act of 2021 or the TABS Act of 2021 This bill eliminates provisions that fund the Consumer Financial Protection Bureau (CFPB) using transfers from the earnings of the Federal Reserve System. The transfers under current law permit the CFPB to be funded outside of the annual appropriations process, and this bill brings the CFPB into the regular process.
Temporary Reciprocity to Ensure Access to Treatment Act or the TREAT Act This bill temporarily authorizes the interstate provision of in-person and telehealth services. This authorization applies during, and for at least 180 days after, the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, subject to scope of practice and other requirements, a health care professional may provide health services in any U.S. jurisdiction based on that individual's authorization to practice in any one state or territory. The bill also provides certain related powers to health care professional regulatory bodies, such as medical boards. Specifically, a regulatory body may investigate and take disciplinary actions against a professional who provides services pursuant to this bill to a patient in that body's jurisdiction.
USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.
Support And Value Expectant Moms and Babies Act of 2021 or the SAVE Moms and Babies Act of 2021 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)
Protecting Patient Access to Lifesaving COVID-19 Drugs Act of 2021 This bill requires health insurance plans to cover COVID-19 (i.e., coronavirus disease 2019) antibody treatment at no cost for individuals who have tested positive for the virus.
Daylight Act This bill allows states to observe daylight savings time year-round. (States may already choose to observe standard time year-round.)
Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law generally prohibits the use of federal funds for abortions through language included in appropriations bills, such as the Hyde Amendment. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.
Continuing Coverage for Preexisting Conditions Act of 2021 This bill establishes severability between provisions relating to the requirement to maintain minimum essential health care coverage (i.e., the individual mandate) and other provisions of the Patient Protection and Affordable Care Act. Specifically, the bill provides that if the individual mandate is found to be illegal or incapable of being enforced, such findings do not affect the validity of other provisions relating to (1) the availability and renewability of coverage, or (2) the prohibitions against discriminatory coverage practices based on preexisting conditions or health status.
