Strengthening American Nuclear Competitiveness Act This bill requires expedited consideration of certain nuclear technology exports, and it requires the Department of Energy (DOE), the Nuclear Regulatory Commission (NRC), and the Government Accountability Office (GAO) to author specified reports. Specifically, DOE must expedite consideration of authorization requests regarding the transfer of technology that involves specified low-proliferation-risk reactors to certain foreign countries. The bill also lifts the prohibition on licensing domestic nuclear projects in which U.S. allies invest if license issuance is not detrimental to common defense and security or the health and safety of the public. DOE must report on U.S. civilian nuclear commerce, including (1) an assessment of practices with respect to the civilian nuclear industry and the impacts of such practices on the industry in domestic and foreign commerce, (2) a comparison of U.S. practices to the practices of foreign countries with respect to their own civilian nuclear industry, and (3) recommendations to improve the competitiveness of U.S. civilian nuclear commerce. The NRC must report on (1) licensing issues or requirements relating to the use of nuclear energy for nonelectric applications, and (2) advanced manufacturing and construction techniques for nuclear energy projects. The GAO must report on actions by DOE regarding the retrospective risk pooling program that requires nuclear suppliers to help cover the contingent cost of certain nuclear incidents.

International Nuclear Energy Financing Act of 2021 This bill requires the U.S. Executive Director at the International Bank for Reconstruction and Development (and the U.S. Executive Director at any other international financial institution deemed appropriate) to support financial assistance for the generation and distribution of nuclear energy, consistent with U.S. national security interests.

No Wireless Installations in Federal Instruments for Voting Act or the No WIFI Act This bill prohibits a voting system used in a federal election from containing wireless components.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

This concurrent resolution states that President Donald J. Trump has acted in a manner grossly incompatible with self-governance and the rule of law. The resolution censures and condemns President Trump for trying to unlawfully overturn the 2020 presidential election and violating his oath of office on January 6, 2021. It affirms that Joseph R. Biden, Jr. was duly elected as the 46th President on November 3, 2020; was certified as the winner of the election by a Joint Session of Congress on January 6, 2021; and will be lawfully sworn into office on January 20, 2021.

This resolution honors Officers Brian Sicknick and Howard Liebengood of the U.S. Capitol Police, and it commends the bravery and service demonstrated by officers of the U.S. Capitol Police, the Metropolitan Police Department of the District of Columbia, and the other law enforcement agencies and protective entities that assisted in responding to the January 6, 2021, attack on the U.S. Capitol.

Great Lakes Winter Commerce Act of 202 1 This bill directs the U.S. Coast Guard to conduct icebreaking operations in the Great Lakes in accordance with specific performance standards. Specifically, the Coast Guard must keep channels and harbors in the Great Lakes open to navigation not less than 90% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; in a year in which the Great Lakes are not open to navigation because of ice of a thickness that occurs on average only once every 10 years, keep channels and harbors open to navigation at least 70% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; and coordinate Great Lakes icebreaking operations with operators of commercial vessels. The bill also directs the Coast Guard to acquire a Great Lakes icebreaker that is at least as capable as Coast Guard Cutter Mackinaw in an accelerated timeframe and award the contract on the basis of contractor qualification and price.

Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Special Drawing Rights Oversight Act of 2021 This bill imposes additional restrictions on the U.S. government's authority to vote on Special Drawing Rights (SDR) allocations at the International Monetary Fund (IMF). (The SDR is an international reserve asset maintained by the IMF based on contributions from IMF member countries. SDRs may be exchanged between member countries and may also be exchanged for currencies.) Under current law, U.S. representatives to the IMF may not vote for SDR allocations to the United States beyond an amount authorized by statute unless Congress authorizes such a vote. This bill further reduces the allocation amount that U.S. representatives to the IMF may vote for without congressional approval. Furthermore, U.S. representatives to the IMF may not vote for SDR allocations to a country if the President finds that the country's government has (1) committed genocide in the last 10 years, or (2) repeatedly supported international terrorism.

Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.
