Care for the Veteran Caregiver Act This bill updates the Program of Comprehensive Assistance for Family Caregivers of the Department of Veterans Affairs (VA), including by requiring the VA to continue to provide assistance to a family caregiver for at least six months after the death of a veteran participating in the program. Additionally, the bill requires the VA to establish a process by which veterans who are determined to have the most significant need for caregiver assistance are permanently eligible for such assistance. The bill requires the VA to standardize the criteria used across all facilities in its required evaluations of the needs of the veterans and the skills of the family caregiver. The VA must also standardize criteria used in accepting and evaluating applications for participation in the program across all facilities.

Marriage Access for People with Special Abilities Act or the MAPSA Act This bill excludes a spouse's income and resources when determining eligibility for Supplemental Security Income (SSI), and disregards marital status when calculating the SSI benefit amount, for an adult who has a diagnosed intellectual or developmental disability. SSI is a federal income supplement program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Coronavirus Unemployment Benefits Tax Relief Act This bill excludes from gross income, for income tax purposes, up to $10,200 of unemployment compensation received by an individual in a taxable year beginning in 2020.

CHampioning Apprenticeships for New Careers and Employees in TECHnology Act or the CHANCE in TECH Act This bill requires the Department of Labor to enter into contracts with industry intermediaries to promote the development of and access to apprenticeships in the technology sector. The Department of Education (ED) may issue CHANCE in TECH Awards for 21st Century Schools to secondary schools or junior or community colleges that demonstrate high achievement in providing students necessary skills to compete in the 21st century workforce. In making an award, ED must consider the availability of science, technology, engineering, and mathematics (STEM), career and technical education, and computer technology courses at the schools.

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

COVID HCBS Relief Act of 2021 This bill temporarily increases the applicable Federal Medical Assistance Percentage (i.e., federal matching rate) under Medicaid for certain approved home- and community-based services that are provided between October 1, 2020, and September 30, 2022. As a condition for receiving the increased rate, a state must agree to undertake activities to improve the delivery of such services during and after the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019), such as by providing additional benefits to home health workers and by helping individuals who were relocated to nursing facilities during the emergency move back to their homes.

End Diaper Need Act of 2021 This bill establishes and expands programs to increase access to diapers and related supplies primarily for low-income families. The Department of Health and Human Services must award demonstration grants to entities with experience in community distribution of basic necessities or other community services to meet diapering needs of eligible families with infants and toddlers. Additionally, the bill permits states to use Medicaid funds to provide medically necessary diapers and supplies to certain low-income families. These families must have a child who is over age three and diagnosed with a serious condition such as bowel or bladder incontinence. It also allows individuals to buy medically necessary diapers and supplies with funds from health savings accounts and other tax-advantaged accounts for health care expenses.

This resolution mourns the death of U.S. Capitol Police Officer Brian D. Sicknick, and it honors his lifelong commitment to service and his selfless acts of heroism on January 6, 2021.

Reopen Small Businesses Safely Act This bill requires the Small Business Administration to issue rules or guidance to ensure that an economic injury disaster loan recipient may use loan amounts for covered worker protection expenditures related to the COVID-19 (i.e., coronavirus disease 2019) pandemic.
