Dr. Lorna Breen Health Care Provider Protection Act This bill establishes grants and requires other activities to improve mental and behavioral health among health care providers. Specifically, the Department of Health and Human Services (HHS) must award grants to hospitals, medical professional associations, and other health care entities for programs to promote mental health and resiliency among health care providers. In addition, HHS may award grants for relevant mental and behavioral health training for health care students, residents, or professionals. Additionally, HHS must conduct a campaign to (1) encourage health care providers to seek support and treatment for mental and behavioral health concerns, and (2) disseminate best practices to prevent suicide and improve mental health and resiliency among health care providers. HHS must also study and develop policy recommendations on improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Furthermore, the Government Accountability Office must report on the extent to which relevant federal grant programs address the prevalence and severity of mental health conditions and substance use disorders among health care providers.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

This resolution rejects and opposes engaging Russia as a main intermediary for reviving any nuclear agreement with Iran. The resolution rejects and opposes giving Russia any sanctions exemption or waiver as a condition to any nuclear agreement with Iran. The resolution rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime's illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran. The resolution also reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate; to take every legislative opportunity to overturn such an agreement; to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes; and to limit the Biden administration's or any future administration's ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures.

Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.

Protecting School Milk Choices Act of 2022 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. Currently, schools participating in the program may provide lactose-free and flavored and unflavored milk. Under the bill, these schools must provide students flavored and unflavored milk and maintain the discretion to offer lactose-free milk.

This bill designates the facility of the United States Postal Service located at 66 Meserole Avenue in Brooklyn, New York, as the Joseph R. Lentol Post Office.

Northern Border Regional Commission Reauthorization Act of 2022 This bill makes various changes to the authorities and programs of regional economic and infrastructure development commissions. Specifically, the bill reauthorizes the Southwest Border Regional Commission, the Southeast Crescent Regional Commission, and the Northern Border Regional Commission (NBRC) and establishes and expands NBRC grant programs. The NBRC must establish a state capacity building program to provide grants to commission states (Maine, New Hampshire, New York, and Vermont) to better support business retention and expansion in eligible counties and for other specified purposes. Each commission state shall provide to the NBRC an annual work plan that includes the proposed use of the grant. Additionally, the NBRC may make grants for the planning, construction, equipment, and operation of demonstration health, nutrition, and child care projects. Such grants must give special emphasis to projects and activities to address substance use disorders, including opioid and methamphetamine use. The bill authorizes these regional commissions (as part of economic and infrastructure development grants) to (1) design, build, implement, or upgrade transportation or basic public infrastructure or workforce capacity to support the adaptation to and mitigation of climate challenges; and (2) promote the production of housing to meet economic development and workforce needs.

This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

No Oil From Terrorists Act This bill requires the President to prohibit the importation of petroleum products from Iran. Petroleum product means crude oil, residual fuel oil, or any refined petroleum product, including natural gas liquid product. Further, the bill authorizes the President to use appropriate authorities to impose civil or criminal penalties as necessary to enforce the prohibition.
