Helping Kids Cope Act of 2021 This bill provides funding through FY2026 to the Health Resources and Services Administration (HRSA) for grants to enhance access to and provider training in pediatric behavioral health care. Specifically, HRSA must award grants to pediatricians, children's hospitals, and other providers to support pediatric behavioral health integration and coordination within communities. Grant-funded activities may include hiring community navigators to assist families in accessing appropriate services, incorporating behavioral health services in pediatric practices, and delivering services via telehealth. In addition, HRSA must award grants to children's hospitals to expand training for providers in the pediatric behavioral health workforce.

Equal Pay for Equal Work Act This bill establishes the National Equal Pay Enforcement Task Force to improve enforcement of equal pay laws.
Revamping Appropriate Incentives for Solar Energy for the Roof Act or the RAISE the Roof Act This bill expands the residential energy efficient property and energy tax credits to include expenditures in new and existing solar roofs.
Main Street Efficiency Act of 2021 This bill requires the Department of Energy to establish a grant program that provides incentives for small businesses to make energy efficiency upgrades.
Removing Federal Barriers to Offering of Mobile Wagers on Indian Lands Act This bill establishes provisions related to the regulation of certain online wagers (i.e., bets) as Indian gaming. The bill deems an online wager as occurring exclusively on Indian lands, and therefore subject to the jurisdictional framework that governs Indian gaming, if (1) the person placing the wager and the server that accepts the wager are located in the same state, and (2) the applicable state and Indian tribe have entered into a gaming compact. For the purposes of regulation as Indian gaming, an online wager is deemed to be made at the physical location of the server or other computer equipment used to accept the wager, unless otherwise agreed to by the state and Indian tribe.
Captive Primate Safety Act This bill limits the trade and possession of nonhuman primates. For example, the bill prohibits most individuals from owning a nonhuman primate as a pet.
Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.
Exposing Discrimination in Higher Education Act This bill requires the Department of Education's Office for Civil Rights to publish prominently on its website the names of the institutions of higher education (IHEs) that request, and the names of the IHEs that receive, religious exemptions from the prohibition on sex discrimination in federally funded education programs and activities. It also requires an IHE that requests, receives, exercises, or intends to exercise such a religious exemption to publish prominently on its website certain information with respect to such exemption.
Smoke Planning and Research Act of 2021 This bill requires the Environmental Protection Agency (EPA) to research and mitigate the impacts of smoke emissions from wildland fires. Specifically, the EPA must establish (1) four Centers of Excellence for Wildfire Smoke at institutions of higher education, and (2) a grant program to support community mitigation efforts.
Erie Canalway National Heritage Corridor Commission Reauthorization Act This bill extends the authority for the Erie Canalway National Heritage Corridor Commission through FY2037. The bill also increases the total amount that may be appropriated for the Erie Canalway National Heritage Corridor.
