Supporting State and Local Leaders Act This bill repeals the prohibition against granting state and local governments a tax credit for paid sick and paid family and medical leave.

States Afforded Funding Extensions To Oppose Driving Recklessly In Vehicular Engagements Act or the SAFE TO DRIVE Act This bill requires the Department of Transportation to use up to 25% of the amounts available for national priority safety program grants to award grants to any state that certifies it has enacted a distracted driving statute that (1) is applicable to drivers of all ages, (2) makes a violation of the statute a primary offense, and (3) prohibits texting or all non-navigational viewing of a personal wireless communications device.

Analyzing Disaster Vulnerabilities and Applicable National Capabilities for Emergencies Act or the ADVANCE Act This bill directs the Department of Homeland Security (DHS) to conduct national hazard preparation and response exercises and to report to Congress on such exercises and to report annually on the impact of natural disasters or public health emergencies on critical infrastructure. Specifically, DHS, in coordination with the Department of Energy (DOE), must at specified intervals conduct an exercise to test the modeling, simulation, and analysis capabilities and their utility for emergency response of the United States with respect to significant natural disasters or public health emergencies impacting critical infrastructure. Each exercise shall be coordinated through the National Infrastructure Simulation and Analysis Center and the DOE National Laboratories and Technology Centers.

Marriage Access for People with Special Abilities Act or the MAPSA Act This bill excludes a spouse's income and resources when determining eligibility for Supplemental Security Income (SSI), and disregards marital status when calculating the SSI benefit amount, for an adult who has a diagnosed intellectual or developmental disability. SSI is a federal income supplement program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs.

Child and Animal Abuse Detection and Reporting Act This bill requires the Children’s Bureau of the Administration for Children and Families to disseminate information through the National Clearinghouse on Child Abuse and Neglect Information about the incidence of cases of child abuse that involve abuse to animals.

Emergency Support for Substance Use Disorders Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, other jurisdictions, and community-based entities for harm reduction activities to address drug misuse during the COVID-19 (i.e., coronavirus disease 2019) pandemic.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Coronavirus Mental Health and Addiction Assistance Act of 2021 This bill requires the Substance Abuse and Mental Health Services Administration to award grants to establish a network of entities that provide mental health and substance use disorder programs during the COVID-19 (i.e., coronavirus disease 2019) pandemic. Eligible entities include tribal nations, nonprofit organizations, service providers, and partnerships of two or more eligible entities.

Protecting Americans from Unnecessary Spread upon Entry from COVID-19 Act of 2021 or the PAUSE Act of 2021 This bill maintains immigration restrictions put in place under public health emergency authorities to prevent the introduction of COVID-19 (i.e., coronavirus disease 2019) from foreign countries. Specifically, the bill prohibits the Department of Health and Human Services from rescinding or reducing the stringency of the restrictions. It also prohibits the Department of Homeland Security from stopping or reducing enforcement of the restrictions. These prohibitions remain in effect until (1) federal and state COVID-19 emergency orders are lifted, and (2) the risk of introducing COVID-19 in or from Canada and Mexico is minimal.

Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.
