USMMA Athletics Act of 2026

Maddy summaryThis bill establishes a U.S.-owned nonprofit corporation to support the athletic programs of the United States Merchant Marine Academy (USMMA). The Secretary of Transportation will create and oversee the corporation, which can enter sole-source contracts, accept donations (including from the NCAA and ticket sales), and license USMMA trademarks to fund athletic activities. The corporation must operate as a 501(c)(3) nonprofit under New York law, with DOT employees serving on its board in limited oversight roles. Funds received - such as from sponsorships, licensing fees, or other sources - must be retained exclusively for USMMA athletics, with strict rules to prevent conflicts with DOT’s other duties. The bill directly affects USMMA’s athletic programs and the Department of Transportation’s management of related funding.

DEFEND Act

Maddy summaryThe DEFEND Act requires the Department of Homeland Security to produce annual assessments (starting 270 days after enactment) on terrorism threats posed by foreign adversaries and terrorist groups using drones. These assessments must analyze how adversaries acquire, deploy, and technologically enhance drones for surveillance, attacks on infrastructure, or mass casualties - including emerging tactics like AI-driven swarms or chemical payloads - and include lessons from global conflicts. The reports, submitted to Congress and accompanied by classified briefings, also mandate DHS to develop training for law enforcement on recognizing and responding to drone threats. This bill directly affects DHS operations, congressional oversight, and state/local law enforcement preparedness, without creating new regulations or funding.

Maddy summaryHRES 963 is a non-binding House resolution condemning antisemitism amplified by AI platforms and urging tech companies to implement safeguards. It directly affects AI developers and social media companies by requiring them to adopt transparent safety measures, prevent algorithmic amplification of antisemitic content, and publicly report on antisemitic content prevalence and removal efforts. Key provisions include promoting "safety-by-design" standards, enabling researcher access to study antisemitic content dynamics, and supporting digital literacy programs to counter AI-generated hate. The resolution emphasizes aligning these efforts with constitutional protections while recognizing stakeholders working to combat antisemitism online.

Postal Suspension Transparency Act

Maddy summaryThe Postal Suspension Transparency Act (HR 6811) requires the U.S. Postal Service to create a public website displaying real-time details about post offices temporarily suspended under emergency policies. The site must include each affected location’s address, suspension date, reason for closure, alternative service options (like curbside delivery), nearby service locations, and estimated reopening dates. Maddy summaryThis bill requires TRICARE to cover fertility-related care, including in vitro fertilization (IVF), for active-duty military members and their dependents starting October 2027. It mandates up to three IVF cycles per year with single embryo transfers by default (unless medically necessary), eliminates cost-sharing barriers after an infertility diagnosis, and prohibits coverage for genetic screening, cloning, or artificial wombs. Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Professional Student Degree Act

Maddy summaryHR 6718, the Professional Student Degree Act, amends the Higher Education Act to clarify the definition of a "professional degree" for federal education purposes. It replaces the previous definition with a new section listing specific degrees that meet the criteria, including Pharmacy (Pharm.D.), Law (J.D.), Medicine (M.D.), Dentistry (D.D.S.), Veterinary Medicine (D.V.M.), and others like Nursing (D.N.P.) and Business Administration (M.B.A.). This definition requires degrees to signify both completion of academic requirements for professional practice (often requiring licensure) and skills beyond a bachelor's level. The bill directly affects students pursuing these designated degrees by formally recognizing them under federal education law, without creating new programs or changing funding.
