American Renewable Energy Act of 2021

American Renewable Energy Act of 2021 This bill establishes an annual renewable energy standard for retail electricity suppliers through 2030. Under the standard, the suppliers must (1) increase their renewable energy generation each year by specified amounts, and (2) generate at least 70% renewable electricity by 2030.

Pell Grant Preservation and Expansion Act of 2021

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.

Helping Homeless Veterans Act of 2021

Helping Homeless Veterans Act of 2021 This bill permanently extends the following Department of Veterans Affairs programs and services: homeless veterans reintegration programs, financial assistance for supportive services for very low-income veteran families in permanent housing, a grant program for homeless veterans with special needs, treatment and rehabilitation for seriously mentally ill and homeless veterans, housing assistance for homeless veterans, and the Advisory Committee on Homeless Veterans.

Puerto Rico Self-Determination Act of 2021

Puerto Rico Self-Determination Act of 2021 This bill establishes a process for the people of Puerto Rico to vote on the political status (e.g., statehood) of the territory. Congress may ratify the decision through a joint resolution. The bill declares that the legislature of Puerto Rico has the authority to call a status convention regarding the political status of the territory. The bill provides for public financing of delegate elections to the status convention and establishes a Congressional Bilateral Negotiating Commission to provide advice and consultation to delegates of the status convention. The status convention must provide self-determination options for a referendum of the people of Puerto Rico. Ranked-choice voting is a permitted format for the referendum. Delegates shall carry out an educational campaign through traditional paid media related to the referendum. The bill provides for congressional consideration of a joint resolution to ratify the self-determination option selected through the referendum.

College Athlete Right to Organize Act

College Athlete Right to Organize Act This bill establishes collective bargaining rights for college athletes. Specifically, the bill amends the National Labor Relations Act to (1) define college athlete employee as an employee of an institution of higher education if the individual receives direct compensation from the institution and such compensation requires participation in intercollegiate sports, and (2) include public institutions as employers within the context of intercollegiate sports. The National Labor Relations Board (NLRB) must consider the colleges within an athletic conference as part of a bargaining unit with which college athletes can negotiate. The NLRB shall have jurisdiction over all institutions of higher education within the context of intercollegiate athletics regarding collective bargaining and representation matters and labor disputes. The bill prohibits any agreements, such as scholarship agreements, that waive the right of athletes to collectively bargain.

Pink Tax Repeal Act

Pink Tax Repeal Act This bill prohibits product manufacturers or service providers from selling substantially similar products at different prices based on the gender of the intended purchaser. If, for example, the only difference between two products is the color, they are substantially similar. The bill provides authority for the Federal Trade Commission and state attorneys general to enforce these requirements.

BASIC Act

Basic Assistance for Students In College Act or the BASIC Act This bill directs the Department of Education (ED) to award planning and implementation grants to institutions of higher education in order to identify and meet the basic needs of students, including food, housing, transportation, and health care. ED must also implement an agreement to (1) share data with other federal agencies in order to identify students who may be eligible for certain federal benefits; and (2) coordinate efforts to enroll those students in federal benefits programs, including Medicaid and the Supplemental Nutrition Assistance Program.

Supplemental Security Income Restoration Act of 2021

Supplemental Security Income Restoration Act of 2021 This bill modifies eligibility for, and other components of, the Supplemental Security Income (SSI) program, including by (1) increasing applicable income and resource limits used to determine SSI eligibility, (2) equalizing treatment of married couples when both spouses receive SSI as compared to two unmarried individuals, and (3) eliminating the penalty on SSI applicants or recipients who transfer resources to another individual for less than fair market value.

Research Excellence through STEM Inclusion Act

Research Excellence through STEM Inclusion Act This bill directs the National Science Foundation (NSF) to appoint a senior agency official within the Office of the Director of the NSF as a Chief Diversity Officer. The Chief Diversity Officer shall direct the Office of Diversity and Inclusion of the NSF and report directly to the Director. The Chief Diversity Officer shall be responsible for providing advice on policy, oversight, guidance, and coordination with respect to matters of the NSF related to diversity and inclusion, including ensuring the geographic diversity of the NSF's programs.

Stronger Communities through Better Transit Act This bill requires the Department of Transportation to establish a grant program to support operating projects for public transportation (e.g., service expansion) and related capital improvements, particularly in underserved communities and areas of persistent poverty.
