Algorithmic Accountability Act of 2022 This bill requires certain businesses that use automated decision systems to make critical decisions to study and report about the impact of those systems on consumers. Critical decisions include those that have a significant effect on a consumer's life such as the cost or availability of health care, housing, educational opportunities, or financial services. The Federal Trade Commission (FTC), in consultation with relevant stakeholders, must issue regulations to implement the bill. The bill provides for enforcement by the FTC and specified state officials. Further, the bill establishes a Bureau of Technology to advise the FTC about the technological aspects of its functions.

Jumpstart on College Act This bill directs the Department of Education (ED) to award grants to support early-college high schools and dual- or concurrent-enrollment programs. Specifically, ED must award grants to (1) institutions of higher education in partnership with one or more local educational agencies to assist them in establishing or supporting early-college high schools or dual- or concurrent-enrollment programs, and (2) states to assist them in supporting or establishing these schools or programs.
Fair College Admissions for Students Act This bill prohibits an institution of higher education (IHE) that participates in federal student-aid programs from giving preferential treatment in the admissions process to applicants based on their relationships to donors or alumni of the IHE. The Department of Education may waive the prohibition against preferential treatment based on relationships to alumni for certain IHEs (e.g., historically Black colleges and universities or other minority-serving institutions) that demonstrate that the use of such preferential treatment is in the best interest of students who have been historically underrepresented in higher education.
Striking Workers Healthcare Protection Act This bill prohibits an employer from terminating or significantly altering the employer-provided health insurance coverage of an employee engaged in a lawful strike. An employer that violates this prohibition is subject to a maximum civil penalty of $50,000 for each violation.
Hear our Heroes Act of 2022 This bill provides a presumption of service-connection for hearing-related issues in certain veterans for purposes of wartime disability compensation. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Per the bill, certain veterans with diagnosed hearing loss, tinnitus, or both shall be presumed to have incurred or aggravated such conditions during active military, naval, or air service. This bill applies to veterans who (1) served in combat, or (2) were assigned to a military occupational specialty that likely exposed them to a sufficiently high level of acoustic trauma. The bill also requires the Department of Veterans Affairs to adjust the schedule of rating disabilities to establish a minimum disability rating for a veteran who requires a hearing aid because of a service-connected disability.
Empowering STEM Discovery Act This bill waives for a five-year period the cost-sharing requirements for the Major Research Instrumentation Program and for National Science Foundation (NSF) teaching fellowships administered within the Robert Noyce Teacher Scholarship Program. The NSF shall submit to Congress an assessment, that includes feedback from the research community, of the impacts of the waivers provided pursuant to this bill.
Funding Early Childhood is the Right IDEA Act This bill authorizes through FY2027 specified provisions of the Individuals with Disabilities Education Act for early childhood education. Specifically, the bill authorizes Part B, Section 619 (grants to states for preschool programs serving children with disabilities ages three to five) and Part C (grants to aid states in implementing early intervention services for infants and toddlers with disabilities and their families).
This resolution recognizes the cultural and historical significance of the Lunar New Year. The resolution expresses, in observance of this Lunar New Year, the Year of the Tiger, the deepest respect of the House of Representatives for Asian Americans and all individuals throughout the world who celebrate this significant occasion. The resolution wishes Asian Americans and all individuals who observe this holiday a happy and prosperous new year.
Early Childhood Mental Health Support Act This bill requires the Department of Health and Human Services (HHS) to identify and review evidence-based interventions, best practices, curricula, and staff trainings in Head Start programs that improve the behavioral health of children and support staff wellness. HHS must (1) award grants to participating Head Start agencies to implement the interventions, and (2) evaluate the implementation of the interventions. The bill also permits HHS to fund five best practice centers in universities to prepare future Head Start agencies and staff to deliver the interventions.
