Iranian Terror Prevention Act

Maddy summaryHR 2581, the Iranian Terror Prevention Act, requires the U.S. government to designate 29 specific Iranian-backed militant groups as terrorist organizations within 90 days of the bill’s passage. The President must then decide within 60 days whether to impose sanctions on these groups, blocking their U.S. assets and transactions under existing law. The bill also mandates regular reports to Congress on these designations and sanctions, including for any new groups meeting the criteria. This law directly affects the 29 named groups (such as the Badr Organization and Houthis) and any entities controlled by Iran’s Islamic Revolutionary Guard Corps.

Armenian Genocide Education Act

Maddy summaryHR 2585, the Armenian Genocide Education Act, establishes a federal program through the Library of Congress to develop educational resources about the 1915-1923 Armenian Genocide for K-12 schools. It requires the Librarian to create and distribute accurate teaching materials, provide teacher training workshops, and maintain an online resource hub focused on the genocide's history, lessons, and prevention of hate. The program directly supports local educational agencies, independent schools, and educators by offering professional development and curriculum resources. It defines key terms like "denial" and "distortion" to guide the educational content, aiming to improve understanding of this historical event and its relevance to preventing modern-day hate crimes.

PLAN for School Safety Act of 2025

Maddy summaryHR 2577, the PLAN for School Safety Act of 2025, establishes a federal grant program to create statewide or regional School Safety Development Centers. These centers, funded through $25 million annually (2026-2030), will provide schools - especially those in rural, Tribal, or low-resourced communities - with free, customized consulting to develop or improve evidence-based school safety and mental health plans. Centers must offer tailored consultations, help schools access federal/state funding, and provide training, while prohibiting the use of funds for firearm training or hiring school staff. The bill directly affects public schools and their communities by supporting data-driven safety planning without altering existing civil rights or safety laws.

Secure Family Futures Act of 2025

Maddy summaryThis bill, titled "Secure Family Futures Act of 2025" but actually focused on tax code changes, primarily affects a specific subset of insurance companies. It amends the Internal Revenue Code to exclude certain debts (like bonds or notes) held by these companies from being counted as capital assets (Section 2), and extends their capital loss carryover period to 10 years for losses from foreign expropriation or losses incurred by these companies (Section 3). The changes apply to debts acquired and losses arising after December 31, 2025. The bill's title is misleading, as it does not relate to family policy but is a technical tax amendment targeting defined insurance industry entities.

Recovery of Stolen Checks Act

Maddy summaryThe Recovery of Stolen Checks Act (HR 1155) allows taxpayers who have lost or had a paper tax refund check stolen to choose receiving a replacement refund via direct deposit instead of a paper check. Taxpayers must make this election within six months of the law's enactment, and the Treasury Department will establish the required procedures. The bill amends the Internal Revenue Code to require the Secretary of the Treasury to create regulations for this process, directly affecting individuals eligible for a replacement paper check due to loss or theft. This change simplifies the replacement method without altering eligibility for refunds.

The bill authorizes funding for specialized training programs at the Cyprus Center for Land, Open-seas, and Port Security and at Greece's Souda Naval Base to improve interoperability among these nations. It also requires regular reports to Congress on the implementation of these security cooperation initiatives.

COMPLETE Care Act

Maddy summaryHR 2509, the COMPLETE Care Act, creates Medicare payment incentives for primary care providers who integrate specific behavioral health services into their practice. It directly affects Medicare providers offering services identified by HCPCS codes 99484, 99492, 99493, 99494, G2214, and G0323 (covering models like Collaborative Care and Primary Care Behavioral Health) during 2027-2029. The bill increases Medicare payments for these services to 125-175% of standard rates (phasing down from 175% in 2027 to 125% in 2029) and waives budget neutrality rules to fund these higher payments. Additionally, it requires the HHS Secretary to provide technical assistance to primary care practices adopting these models by 2026, with dedicated funding for 2025-2029.

ABC Act

Maddy summaryThe ABC Act (HR 2491) requires the Centers for Medicare & Medicaid Services and the Social Security Administration to review and simplify eligibility processes, forms, and communications for Medicare, Medicaid, CHIP, and Social Security programs. It specifically aims to reduce duplicate paperwork for family caregivers - defined as individuals supporting people with disabilities or health needs - and improve accessibility through features like ADA-compliant websites, translation services, and reduced call wait times. The agencies must gather input from caregivers and organizations, then implement changes to streamline interactions. Within two years, they must report findings and proposed actions to Congress, with follow-up reports every two years. This procedural bill focuses on administrative improvements, not new benefits.

SPARE Act

Maddy summaryThe SPARE Act (HR 1802) prohibits federal agencies, contractors, and grantees from using animals in federally funded research, testing, or experimentation, with exceptions for clinical veterinary research, military/service animals, and research on infectious diseases or national security (requiring congressional approval). It establishes a Federal Research Modernization Fund to support transitioning to non-animal methods (like cell-based models) and mandates that facilities release animals used in prohibited research to rescue organizations, sanctuaries, or shelters after veterinary certification. The bill phases in the prohibition over 18 months (for cosmetic testing) or three years (for biomedical research), imposes civil penalties up to $250,000 for violations, and requires annual audits and public reporting on compliance and animal releases. It directly affects federal research entities and aims to reduce animal use while promoting ethical alternatives.
