This resolution supports the initiative of Governor Greg Abbott to complete a border wall in Texas and calls on other border state governors to follow suit. It also states that the status quo relating to border security is unsustainable, irresponsible, and dangerous.

Justified Action for Securing Our Nation Act or the JASON Act This bill authorizes the Department of Homeland Security (DHS) to suspend the entry of all non-U.S. nationals ( aliens under federal law) or any class of non-U.S. nationals for up to 60 days, if DHS determines that allowing the entry of such individuals would be detrimental to the United States. The bill also establishes that in certain situations, it shall be presumed to be detrimental to allow the entry of any non-U.S. national into the United States, such when the increase in the number of DHS apprehensions at land borders exceed certain thresholds.

Protecting Kids from Candy-Flavored Drugs Act This bill establishes enhanced criminal penalties for certain federal drug offenses involving the manufacture or distribution of candy-flavored controlled substances or similar products for minors. Specifically, the bill imposes enhanced criminal penalties for a federal drug offense that involves manufacturing, creating, distributing, dispensing, or possessing with intent to distribute a controlled substance listed in schedule I or II that is combined with a candy or drink, marketed to appear similar to a candy or drink, or modified by flavoring or coloring to appear similar to a candy or drink. To be subject to an enhanced penalty, the individual must have knowledge or reasonable cause to believe that the controlled substance will be distributed, dispensed, or sold to an individual who is under 18 years of age.

This bill directs the National Archives and Records Administration to authenticate, count, and publish applications of states calling for a Convention for proposing amendments to the U.S. Constitution, to publish a certification when two-thirds of the states submit applications calling for such a convention, and to notify Congress of that requirement when such a certification is published.

Justice for American Victims Of Terrorism Act of 2022 This bill requires certain funds seized from Da Afghanistan Bank pursuant to a February 11, 2022, executive order to be transferred to the U.S. Victims of State Sponsored Terrorism Fund, which provides compensation to certain U.S. persons injured in acts of international state-sponsored terrorism.

Sanctioning Supporters of Slave Labor Act This bill expands existing sanctions on foreign individuals and entities responsible for human rights abuses (e.g., such as torture or forced labor) against members of Muslim minority groups or other persons in the Xinjiang Uyghur Autonomous Region in China. Specifically, this bill requires sanctions on foreign individuals and entities that knowingly (1) provide material support to the parties subject to the existing sanctions for human rights abuses in Xinjiang, or (2) engage in a significant transaction relating to such human rights abuses.

Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. Additionally, the bill authorizes grants to reduce the incidence of violence at hospitals, including violence or intimidation against hospital personnel in the performance of their duties.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

No More Phones Act This bill prohibits federal agencies from using taxpayer funding to provide cellular devices to individuals who cross the southern border without lawful authorization.

Hermit's Peak Fire Assistance Act This bill provides for monetary compensation to the victims of the prescribed fire burn in the Santa Fe National Forest in New Mexico that became a wildfire known as the Hermit's Peak Fire or the Hermit's Peak Fire/Calf Canyon Fire. Each victim of the Hermit's Peak Fire shall be entitled to receive monetary compensation from the United States, including for personal injury, loss of property, business loss, or financial loss. An Office of Hermit's Peak Fire Claims is established within the Federal Emergency Management Agency (FEMA) to receive, process, and pay claims to victims of the fire. FEMA or the independent claims manager (which FEMA may appoint) shall, on behalf of the United States, investigate, consider, ascertain, adjust, determine, grant, deny, or settle any claim for money damages asserted by a victim of the Hermit's Peak Fire. Any claimant aggrieved by a final decision of FEMA concerning compensation may, not later than 60 days after the date on which the decision is issued, bring a civil action in the U.S. District Court for the District of New Mexico, to modify or set aside the decision.
