Assault Weapons Ban of 2025

Assault Weapons Ban of 2025 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Equality Act

Maddy summaryThe Equality Act (HR 15) amends federal civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands existing protections under the Civil Rights Act of 1964 by adding sexual orientation and gender identity as protected characteristics under sex discrimination prohibitions. The bill clarifies that discrimination against LGBTQ people is a form of sex discrimination, consistent with the Supreme Court's Bostock decision, and adds specific definitions for gender identity and sexual orientation. This legislation directly affects businesses, employers, housing providers, financial institutions, and government entities that serve the public. The bill creates a more comprehensive legal framework to address discrimination that LGBTQ people face in multiple aspects of daily life.

Arctic Refuge Protection Act

Maddy summaryHR 3067, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge (ANWR) and designates approximately 1.56 million acres of the refuge's Coastal Plain as wilderness. This directly affects federal management of the ANWR, halting potential oil drilling in the designated area. The bill requires the Secretary of the Interior to administer the newly designated wilderness area under the Wilderness Act, treating it as part of the existing wilderness within ANWR. The change prevents future oil and gas development on this specific portion of the refuge.

Expanding Regional Airports Act

Maddy summaryHR 3085, the Expanding Regional Airports Act, creates a new federal grant program to help specific regional airports expand their capacity. It authorizes $50 million annually to provide 3-10 grants per year to airports serving communities of at least 75,000 residents that are either general aviation airports or nonprimary commercial service airports. Grants can fund runway lengthening, expanded screening facilities, hangar construction, improved passenger amenities, and costs to meet federal security and operational requirements. This bill directly supports smaller airports seeking to handle more passengers and flights without requiring legislative changes to broader aviation policy.

New Producer Economic Security Act

Maddy summaryHR 2536, the New Producer Economic Security Act, establishes a new program within the Farm Service Agency to help new and small-scale farmers, ranchers, and forest owners access land, capital, and markets. The program provides grants and capital support to eligible community organizations (like tribal governments, cooperatives, or local nonprofits) to directly assist "qualified beneficiaries" - defined as individuals new to farming, operating on rented land, with low income, or facing economic hardship. Key provisions include funding for land acquisition, down payment assistance, succession planning, technical support (including translation services), and conservation practices. The program aims to strengthen food system security by increasing land access and supporting long-term business viability for underserved agricultural producers.

Honor Farmer Contracts Act

Maddy summaryHR 2396, the Honor Farmer Contracts Act, requires the U.S. Department of Agriculture (USDA) to immediately unfreeze and implement all pre-enactment contracts with farmers and agricultural service entities. The bill mandates rapid payment of all past due amounts owed under these contracts, prohibits canceling signed agreements without a farmer's failure to comply, and requires 60 days' written notice to Congress before closing any local USDA offices like Farm Service Agency or Natural Resources Conservation Service locations. This directly affects farmers and agricultural service providers who have existing contracts with the USDA. The law focuses on ensuring USDA fulfills existing obligations and provides transparency for office closures.

Farmers’ Market Expansion Act of 2025

Maddy summaryThis bill amends the Seniors Farmers' Market Nutrition Program by adding "tree nuts (including shelled tree nuts)" to the list of eligible items seniors can purchase with program benefits. It directly affects seniors enrolled in the program who shop at participating farmers' markets. The key change is a technical update to the program's eligibility rules, expanding the types of food items covered under Section 4402(b)(1) of the 2002 Farm Security Act (7 U.S.C. 3007(b)(1)). The bill does not create new funding or significantly alter the program's structure.

Healthy Foods for Native Seniors Act

Maddy summaryHR 2236, the Healthy Foods for Native Seniors Act, establishes a demonstration project allowing Tribal organizations on Indian reservations to directly purchase domestic agricultural commodities through self-determination contracts under the existing Commodity Supplemental Food Program (CSFP). This would enable tribes to replace or supplement current food packages with items meeting specific nutritional standards - similar or higher quality than existing items, or culturally significant to the tribe - without increasing the total food volume provided. The program, funded with $5 million, requires tribes to successfully administer CSFP and have procurement capacity, with annual reports to Congress. It directly affects Native American seniors living on reservations by modifying how their food assistance is sourced and delivered through tribal programs.
