Triple-Negative Breast Cancer Research and Education Act of 2025

Maddy summaryThis bill directs the National Institutes of Health (NIH) to expand research on triple-negative breast cancer (TNBC), a highly aggressive form disproportionately affecting African-American and Hispanic women. It requires the Centers for Disease Control and Prevention (CDC) to create public education materials about TNBC incidence, treatment options, and racial disparities, and directs health agencies to provide updated TNBC information to healthcare providers. The legislation specifically targets gaps in understanding TNBC prevalence, treatment costs, and prevention methods among minority women. It authorizes funding for these research and education efforts from fiscal years 2026 through 2031.

United States-Abraham Accords Cooperation and Security Act of 2025

Maddy summaryHR 1794 establishes an "Abraham Accords Office" within the Food and Drug Administration (FDA) to foster regulatory cooperation with countries that signed the Abraham Accords (e.g., UAE, Bahrain). The office, to be created within two years, will provide technical assistance to help these countries align their medical product regulations with FDA standards and facilitate information sharing about U.S. regulatory pathways. It requires the FDA to report to Congress after three years on the office’s progress, including metrics on how many entities it assisted and recommendations for improving collaboration. The bill does not alter existing security protocols and explicitly states it cannot override national security directives.

Safe Schools Improvement Act

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits). Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Secure Rural Schools Reauthorization Act of 2025

Maddy summaryHR 1383 extends the Secure Rural Schools program, which provides payments to counties and states with federal land (like national forests) to support local schools and services. It reauthorizes these payments through fiscal year 2026, adding specific rules to ensure counties don’t receive duplicate payments for 2024 and 2025. The bill also extends related authorities for special projects on federal land and county fund expenditures through 2028-2029. This directly affects rural communities adjacent to federal lands that rely on these payments for education and infrastructure.

Increased TSP Access Act of 2025

Maddy summaryHR 575, the Increased TSP Access Act of 2025, amends conservation program rules to expand access to third-party providers (TSPs) like agricultural retailers, engineers, and certified crop advisors. It creates new pathways for state agencies and professional organizations to certify TSPs (within 180 days of enactment), requires the USDA to review certifications within 10 business days, and sets payment rates equivalent to direct government services. The bill directly affects agricultural producers who use conservation programs and TSPs seeking certification, while mandating annual transparency reports on certification numbers, funding, and program effectiveness. Key changes include streamlined certification for existing specialists (e.g., certified crop advisors) and rules preventing double-counting of payments from other federal programs.

Encouraging the EU to DESIGNATE Resolution

Maddy summaryThis resolution urges the European Union to formally designate Iran's Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization under the EU's Common Position 931 framework, which allows for such designations. It cites the U.S. (2019) and Canada (2024) as precedents for designating the IRGC, noting the EU has only sanctioned individual IRGC members, not the entity itself. The resolution emphasizes the IRGC's documented ties to terrorism, human rights abuses in Iran, support for proxy groups like Hamas and Hezbollah, and its role in supplying drones to Russia for its war in Ukraine. The House requests the EU expedite this designation and encourages U.S. diplomatic efforts to prioritize it.

Preventing Deep Fake Scams Act

Maddy summaryHR 1734 establishes a task force of financial regulators (including Treasury, Fed, and Consumer Financial Protection Bureau officials) to study deep fake threats to banking security. The task force must issue a report within one year detailing current protections used by banks and credit unions, standard definitions for AI terms like "deep fakes," risks of identity theft via AI fraud, and best practices for prevention. The report will also include regulatory recommendations to protect consumers from data theft and fraud. This procedural bill requires a study but does not enact new laws or directly affect consumers or institutions until recommendations are considered.

Maintaining Investments in New Innovation Act

Maddy summaryThis bill extends the exclusivity period for certain advanced drugs from 7 to 11 years. It defines "advanced drug product" as a drug using genetically targeted technology to modulate gene function (e.g., suppress or activate genes). This change directly affects pharmaceutical companies developing these specific advanced therapies by granting them longer market exclusivity. The policy change modifies the Social Security Act to provide extended protection for these innovative drugs, allowing companies more time to recoup research and development costs.

PLO and PA Terror Payments Accountability Act of 2025

Maddy summaryThis bill requires the U.S. President to impose sanctions on foreign individuals and entities that support the Palestinian Authority (PA) and Palestine Liberation Organization (PLO) system of paying terrorists and their families. It targets those who work for PA/PLO entities facilitating these payments (like the Commission of Prisoners or Institute for Care of Martyrs' Families), provide such payments, or materially assist the system. Sanctions include blocking U.S. property, denying visas, and revoking existing visas for targeted individuals. The bill terminates if the Secretary of State certifies the PA/PLO has ended these payments. (Based on HR 1710, PLO and PA Terror Payments Accountability Act of 2025)
