Military Families and Surviving Spouses Benefits Enhancement Act

Maddy summaryHR 4944, the Military Families and Surviving Spouses Benefits Enhancement Act, expands benefits for military families by removing barriers for remarried surviving spouses of service members who died on active duty. It allows these spouses to access federal job preferences, VA non-monetary benefits (like healthcare and education), and commissary/exchange privileges without being disqualified due to remarriage. The bill also creates a 180-day student loan deferment for spouses of active-duty service members who lose jobs due to permanent military relocations, with interest not accruing on certain federal loans during this period. Documentation of military orders and job loss is required for the student loan provision, and all changes apply to specific federal benefit programs.

Urging all countries to outlaw the dog and cat meat trade and to enforce existing laws against such trade.

Maddy summaryHCONRES 59 is a non-binding congressional resolution urging all countries to ban the dog and cat meat trade and enforce existing anti-trade laws. It directly affects foreign governments, not U.S. citizens, as it calls on them to adopt legal prohibitions and strengthen enforcement. The resolution cites animal cruelty concerns (including reports of stolen pets and inhumane slaughter) and public health risks (such as rabies and trichinellosis transmission linked to the trade). It does not change U.S. law, as domestic prohibition already exists under the 2018 Agriculture Act. The resolution affirms U.S. support for global animal welfare but has no legal force.

Saving America’s Pollinators Act of 2023

Maddy summaryHR 4277, the Saving America’s Pollinators Act of 2023, would immediately cancel all registrations for neonicotinoid pesticides (including imidacloprid and clothianidin) and ban their sale, use, and future registration. This directly affects farmers and crop producers who currently use these pesticides on over 150 million acres of crops like corn and soybeans, where seed coatings are widely applied. The bill also ends exemptions for seed-treated pesticides and requires the Environmental Protection Agency to revoke tolerances for pesticide residues in food within six months. Additionally, it mandates the U.S. Fish and Wildlife Service’s newly established Center for Pollinator Conservation to monitor native bee populations and coordinate federal actions to reverse pollinator declines.

Maddy summaryThe ReConnecting Rural America Act of 2023 provides federal funding through grants, loans, and combinations of both to build broadband infrastructure in rural areas. Eligible entities include state/local governments, tribes, cooperatives, and corporations, but not individuals or general partnerships. The program will expire on September 30, 2028.

Firefighter Investments to Recognize Exposure to Cancer Act of 2023

Maddy summaryThis bill authorizes $700 million in federal grants to fund cancer prevention programs for firefighters, including multi-cancer early detection testing with a $1,750 per-test spending limit. It creates a voluntary program allowing firefighters to share anonymized test results with the CDC and FEMA to identify cancer trends in the profession, while protecting personal privacy. ACES Act

Maddy summaryThe ACES Act directs the Department of Veterans Affairs to fund a National Academies study examining cancer rates among active-duty military aircrew members (including pilots and navigators in fixed-wing aircraft). The study will identify potential military-related exposures linked to specific cancers - such as lung, prostate, melanoma, and others - and analyze existing VA, Defense, and CDC health data. It requires the National Academies to report findings to Congress on cancer prevalence and mortality among these service members. This bill focuses on gathering scientific data to inform future policy, not on immediate benefits or changes.

Telehealth Response for E-prescribing Addiction Therapy Services Act

Maddy summaryThe TREATS Act amends the Controlled Substances Act to allow healthcare providers to use telehealth for the initial evaluation when prescribing certain medications for opioid use disorder. Specifically, it replaces the requirement for an in-person medical evaluation with an option for a telehealth evaluation for medications in schedules III, IV, or V (excluding methadone) that are FDA-approved to treat opioid use disorder. The telehealth evaluation must be conducted via real-time audio or video communication meeting federal and state requirements, as defined by the bill. This change directly affects providers prescribing these medications and patients seeking treatment for opioid use disorder in these categories.
