Ultra-Millionaire Tax Act of 2026

Maddy summaryThis bill establishes a new annual wealth tax on individuals with net assets exceeding $50 million, requiring them to pay a percentage of their total asset value each year. The tax applies a 2 percent rate to assets between $50 million and $1 billion, with a higher rate of 3 percent or 6 percent on assets above $1 billion depending on whether a universal health insurance program is enacted. Married couples are taxed as a single unit, and certain assets like primary residences and small personal items are excluded from the calculation. The legislation also mandates enhanced reporting requirements for asset values, requires the IRS to audit at least 30 percent of taxpayers subject to this tax annually, and authorizes $100 billion in funding over ten years to support enforcement and administration of the new tax system.

Energy Bills Relief Act

Maddy summaryThe Energy Bills Relief Act aims to lower household energy costs and accelerate the development of low-cost, clean energy by modifying federal tax credits, expanding weatherization programs, and streamlining permitting processes. Key provisions include restoring tax incentives for renewable energy projects, increasing funding for low-income heating assistance, and requiring federal agencies to treat wind, solar, and storage projects with the same procedural fairness as oil and gas projects. The bill also establishes new incentives for upgrading the electricity grid, such as tax credits for transmission lines and grants for wildfire prevention measures, while creating mechanisms to ensure utilities serve public interests and protect consumers from price volatility.

Reproductive Freedom for Veterans Act

Maddy summaryThis bill requires the Department of Veterans Affairs (VA) to cover abortion care, counseling, and related medication as part of standard hospital and medical services for eligible veterans and certain dependents. It amends VA healthcare law to explicitly include these services under existing coverage for veterans qualifying under section 1703 and dependents eligible under section 1781(a). The policy directly affects veterans and their dependents enrolled in VA healthcare programs by expanding covered benefits to include abortion-related care. This is a concrete policy change to VA healthcare benefits, not a broader abortion law.

Big Oil Windfall Profits Tax Act

Maddy summaryThis bill establishes a new excise tax on crude oil extracted or imported by large oil companies and uses the revenue to provide rebates to eligible consumers. The tax would be imposed on companies that extract or import over 300,000 barrels of crude oil per day, at a rate of 50% of the difference between the current Brent crude oil price and a 2025 baseline price, adjusted for inflation. All revenue from this tax would be deposited into a new "Protect Consumers from Gas Hikes Fund." This fund would then be used to provide refundable tax credits, or rebates, to eligible individuals, with the rebate amount determined by the Secretary based on fund revenues and the number of eligible individuals. These rebates would be phased out for individuals with adjusted gross incomes exceeding certain thresholds, such as $150,000 for joint filers.

PrEP Access and Coverage Act of 2026

Maddy summaryThis bill, the PrEP Access and Coverage Act of 2026, requires most health insurance plans to cover HIV prevention medication without charging patients any out-of-pocket costs. It directly affects people with private insurance, government health programs like Medicare and Medicaid, military health care, and the Indian Health Service. The law mandates that insurance companies cannot require pre-approval for these medications, cannot charge deductibles or copayments for them, and cannot deny or charge higher premiums for life, disability, or long-term care insurance based on someone taking HIV prevention medication. The bill also creates a new public education campaign to increase awareness about HIV prevention options and provides federal funding to states and community organizations to expand access to these services.

DISCLOSE Act of 2026

Maddy summaryThe DISCLOSE Act of 2026 aims to increase transparency in election spending and prevent foreign influence. It expands the ban on foreign money to cover federal, state, and local elections, including ballot initiatives and judicial nominations, and criminalizes using corporations to conceal these funds. The bill mandates that organizations spending over $10,000 on campaign-related activities, such as independent expenditures or judicial nomination advocacy, disclose their beneficial owners and top donors. Additionally, it establishes new "Stand By Every Ad" disclaimers for political communications, requiring the highest-ranking official to approve the message and, for certain ads, list their top funders. These provisions directly affect non-candidate organizations, individuals involved in political and judicial nomination spending, and foreign nationals.

End Veteran Homelessness Act of 2025

End Veteran Homelessness Act of 2025 This bill requires the Department of Veterans Affairs (VA) to furnish case management to certain veterans who are eligible for the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program administered by the Department of Housing and Urban Development (HUD) and the VA. Specifically, the VA must furnish case management to veterans who are eligible for HUD-VASH that the VA determines require case management. The VA must prioritize vulnerable homeless veterans in assigning case managers and providing services. The VA must take certain actions if a veteran refuses case management. HUD or a public housing authority may not revoke assistance solely on the basis that a veteran has refused case management. Additionally, a veteran may not be evicted or penalized by the owner of a property solely on the basis that they have refused case management or cannot be provided case management for health and safety reasons. The Government Accountability Office must report to Congress on veterans who are served by the HUD-VASH program, case managers and case management services provided under the program, and metrics about housing stability for veterans participating in federal housing assistance programs. The bill also provides statutory authority to expand eligibility for the HUD-VASH program to any veteran who is homeless, at risk of homelessness, or receiving assistance under another housing assistance program if the VA determines a voucher under HUD-VASH is more appropriate. (Currently, assistance is statutorily limited to certain veterans who have chronic mental illness or substance use disorders.)

Ceasefire Compliance Act of 2026

Maddy summaryThe Ceasefire Compliance Act of 2026 establishes requirements for Israel to comply with the October 10, 2025, ceasefire agreement, including allowing sufficient humanitarian aid into Gaza, halting military operations in Gaza, preventing settler violence, and supporting Palestinian governance. The bill requires the US government to submit quarterly reports certifying Israel's compliance with these conditions, with potential restrictions on US defense sales to Israel if violations occur. If Israel fails to meet the requirements, the US would prohibit the sale, export, or transfer of US-origin defense articles for use in the West Bank or Gaza. The bill also creates an end-use monitoring group to track if US defense articles are being used in those areas, with a 5-year sunset provision. This legislation directly affects US-Israel defense relations and the flow of military assistance.

Iran Human Rights, Internet Freedom, and Accountability Act of 2026

Maddy summaryThis bill directs U.S. agencies to support Iranian people's access to uncensored information and hold Iranian officials accountable for human rights abuses. It requires the State Department and FCC to report on technologies (like satellite networks and mesh systems) that could bypass internet restrictions in Iran, and authorizes $2 million annually to develop such tools. The bill also establishes a new "Iran Kleptocracy Initiative" at FinCEN to track corruption, freeze assets of Iranian regime officials and state-owned businesses, and coordinate with international partners. These measures apply to U.S. policy toward Iran but do not alter Iran's domestic laws; they focus on U.S. sanctions, technology development, and anti-corruption efforts targeting the Iranian regime.
