Collaborate in an Orderly and Cohesive Manner Act This bill requires the Department of Health and Human Services (HHS) to award grants for implementing and evaluating specified models of care that integrate the delivery of behavioral health and primary care services. Specifically, HHS must award grants to primary care providers for the initial costs (e.g., hiring staff) of implementing such models. In awarding the grants, HHS must prioritize recipients that provide care to medically underserved populations and in areas where the prevalence of behavioral health conditions exceeds the national average. HHS must also provide additional incentive payments to recipients that use appropriate billing codes and quality measures for behavioral health services. In addition, HHS must award grants to national and regional organizations for providing technical assistance to health care providers and systems to improve implementation of integrated behavioral health and primary care models. Furthermore, HHS may direct its agencies to expand efforts to evaluate current and emerging integrated behavioral health and primary care models.

Quality Higher Education Act of 2021 This bill revises the accreditation standards under which an accrediting agency or association must assess an institution of higher education (IHE), and it requires the Department of Education to establish procedures for an agency or association to follow when an IHE fails to meet these standards. An accrediting agency or association must measure an IHE's success in student achievement against at least one standard each in the categories of completion, workforce participation, and progress toward meeting such completion and workforce participation standards. An agency or association must also make certain information such as student achievement standards and IHE performance benchmarks available on a publicly accessible website. Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.
