EAGLES Act of 2025

Maddy summaryThe EAGLES Act of 2025 reauthorizes and expands the Secret Service's National Threat Assessment Center (NTAC), directing it to lead national efforts in preventing targeted violence, particularly in schools. It mandates the NTAC to provide training, research, and consultation on evidence-based threat assessment programs for schools, law enforcement, and mental health professionals, with a focus on early intervention for students showing concerning behavior. The bill allocates $10 million annually (2026-2030) for these programs, requires hiring specialists in child psychology and school threat assessment, and mandates annual reports to Congress on training reach and effectiveness. This directly affects K-12 schools, local educational agencies, and public safety officials by establishing standardized protocols to prevent violence before it occurs.

First Rhode Island Regiment Congressional Gold Medal Act

Maddy summaryHR 1277, the First Rhode Island Regiment Congressional Gold Medal Act, authorizes a single gold medal to honor the First Rhode Island Regiment for its service during the Revolutionary War. The bill commemorates the regiment as one of the first integrated military units in U.S. history, formed in 1778 when Rhode Island allowed enslaved and Indigenous men to enlist and gain freedom upon service. The medal, designed by the Treasury Secretary, will be displayed at the Rhode Island State Library, with Congress encouraging its availability for research and display at relevant historical sites. This is a commemorative measure with no direct policy impact or financial provisions for individuals, focusing solely on historical recognition.

Veterans Jobs Opportunity Act

Maddy summaryThe Veterans Jobs Opportunity Act creates a tax credit for veterans or their spouses starting small businesses in underserved communities. It allows eligible businesses to claim a 15% credit on up to $50,000 of qualifying start-up costs (like equipment or lease payments) during their first two years of operation. To qualify, the business must be owned and controlled by a veteran or spouse, located in an underserved area (such as a HUBZone or persistent poverty county), and meet small business size limits (under $5 million in annual revenue or 50 employees). The credit is claimed as part of the general business credit, requires taxpayer election, and the Treasury must evaluate its effectiveness every four years.

United States-Israel Defense Partnership Act of 2025

United States-Israel Defense Partnership Act of 2025 This bill requires or authorizes certain actions to increase defense-related cooperation between the United States and Israel. Specifically, the bill requires the Department of Defense (DOD) to establish a cooperative program, with the concurrence of Israel's Ministry of Defense (MOD), to develop and deploy advanced technologies for countering unmanned systems that threaten the United States and Israel; establish in Israel an office of the Defense Innovation Unit (an organization that focuses on rapidly fielding and scaling commercial technology across the U.S. military); and seek to engage Israel's MOD on the ascension of Israel into the national technology and industrial base (currently defined in law as the persons and organizations engaged in research, development, production, integration, services, or information technology activities conducted within the United States, the United Kingdom, Australia, New Zealand, and Canada). The bill authorizes DOD, upon request of Israel's MOD, to jointly conduct research, development, test, and evaluation (RDT&E) of emerging technologies such as artificial intelligence and robotics to meet defense challenges. Additionally, the bill extends the authority for DOD to (1) carry out RDT&E on a joint basis with Israel to establish anti-tunnel and counter unmanned aerial systems capabilities through 2028, and (2) transfer defense articles intended for use as reserve stocks for Israel through January 1, 2029.

Alternatives to PAIN Act

Alternatives to Prevent Addiction In the Nation Act or the Alternatives to PAIN Act This bill reduces cost-sharing and prohibits the imposition of certain utilization requirements under the Medicare prescription drug benefit for certain non-opioid pain management drugs. Specifically, the bill requires such drugs to be covered without a deductible and to be placed on the lowest cost-sharing tier (if any). The bill also prohibits the imposition of prior authorization requirements (i.e., requiring prior approval from a plan) or step therapy requirements (i.e., requiring the use of alternative drugs before a drug is covered under a plan) with respect to such drugs.

Extending Limits of U.S. Customs Waters Act

Maddy summaryHR 1268 updates the legal definition of U.S. customs waters in two key laws (the Tariff Act of 1930 and the Anti-Smuggling Act) to align with current international maritime standards. It replaces the outdated "four leagues from the coast" language with specific references to the U.S. territorial sea (per Presidential Proclamation 5928, 1988) and contiguous zone (per Presidential Proclamation 7219, 1999). This change directly affects U.S. Customs and Border Protection enforcement activities in coastal waters. The bill makes no new policy or tax changes - it only clarifies existing legal boundaries for customs jurisdiction. The update takes effect upon the bill's enactment.

Chief Herbert D. Proffitt Act of 2025

Maddy summaryThis bill expands eligibility for death and disability benefits under the public safety officers' death benefits program to include retired law enforcement officers who die or become permanently disabled from targeted attacks directly related to their past service. It specifically covers officers who retired in good standing from public agencies, including those who served without compensation. The policy change applies retroactively to cases occurring since August 28, 2012, and amends the Omnibus Crime Control and Safe Streets Act of 1968. This provides financial support to retired officers and their families affected by violence targeting their law enforcement careers.

Reducing Drug Prices for Seniors Act

Maddy summaryHR 1244, the "Reducing Drug Prices for Seniors Act," requires Medicare Part D plans to calculate coinsurance for covered drugs based on the plan's actual acquisition cost (the negotiated net price paid by the plan) rather than the drug's wholesale price, starting in 2026. This change directly affects Medicare Part D beneficiaries who pay coinsurance after meeting their deductible but before reaching the out-of-pocket threshold. The bill mandates that plans use the actual cost reported in the Detailed DIR Report, excluding certain drugs covered under specific exceptions. This policy aims to lower out-of-pocket costs for seniors by aligning coinsurance with the price the plan actually pays for medications.

Long-Term Care Transparency Act

Maddy summaryHR 1256, the Long-Term Care Transparency Act, requires the federal Assistant Secretary to annually submit a consolidated report to Congress summarizing findings from state long-term care ombudsman programs. This report aggregates all state-level reports submitted under existing law and provides a summary of their key findings. The bill directly affects state ombudsman programs by requiring them to submit annual reports, and it affects Congress by mandating an annual summary of those reports for oversight purposes. This is a procedural requirement focused on transparency, not a change to long-term care services or regulations.

Doctors in our Borders Act

Doctors in our Borders Act This bill increases the number of Conrad 30 waivers available each year from 30 to 100. Typically, a J-1 visa holder (nonimmigrant exchange visitor) must leave the United States for two years after finishing the exchange visitor program, including J-1 visa holders who entered the United States to receive graduate medical training. The Conrad 30 waiver program waives this requirement for eligible foreign medical graduates who agree to practice medicine in an underserved area or for an underserved population in the United States.
