Rural Hospital Technical Assistance Program Act

Rural Hospital Technical Assistance Program Act This bill provides statutory authority for the Rural Hospital Technical Assistance Program within the Department of Agriculture (USDA). Under the bill, USDA must establish and maintain (directly or by grant, contract, or cooperative agreement) a program to help eligible hospital facilities in rural areas with a population of 50,000 inhabitants or less.  The program must provide tailored technical assistance and training to hospital facilities to identify development needs for maintaining essential health care services and support action plans for financial, operational, and quality improvement projects to meet these needs. Development needs include (1) constructing, expanding, and modernizing health care facilities; (2) increasing telehealth capabilities; and (3) acquiring or upgrading health care information systems (e.g., electronic health records). The program must also provide technical assistance and training to help hospital facilities to better manage their financial and business strategies and identify, and apply for assistance from, USDA loan and grant programs. In selecting eligible hospital facilities to participate in the program, USDA must give priority to borrowers and grantees of certain USDA rural assistance programs.   USDA must also submit an annual report to Congress on the progress and results of the program.

Urging all countries to outlaw the dog and cat meat trade and to enforce existing laws against such trade.

Maddy summaryHCONRES 59 is a non-binding congressional resolution urging all countries to ban the dog and cat meat trade and enforce existing anti-trade laws. It directly affects foreign governments, not U.S. citizens, as it calls on them to adopt legal prohibitions and strengthen enforcement. The resolution cites animal cruelty concerns (including reports of stolen pets and inhumane slaughter) and public health risks (such as rabies and trichinellosis transmission linked to the trade). It does not change U.S. law, as domestic prohibition already exists under the 2018 Agriculture Act. The resolution affirms U.S. support for global animal welfare but has no legal force.

Mental Health Professionals Workforce Shortage Loan Repayment Act of 2023

Maddy summaryThis bill creates a federal loan repayment program to help mental health professionals (like counselors, psychologists, and social workers) repay student loans. It directly affects individuals who have taken out education loans for mental health degrees and agree to work in underserved areas. Key provisions require participants to commit to 3-6 years of full-time service in designated mental health shortage areas or counties with high overdose death rates, with funding increased to $100 million annually for 2023-2032. Expressing the approval of Congress for the 70th anniversary celebration of the Small Business Administration and in recognition of America's entrepreneurs and job creators for their important contributions to the United States economy.

Maddy summaryHRES 633 is a resolution expressing Congress's approval for the 70th anniversary celebration of the Small Business Administration (SBA) and recognizing entrepreneurs and job creators for their contributions to the U.S. economy. It does not create new laws, provide funding, or impose obligations; it is a symbolic gesture acknowledging the SBA's role since its founding in 1953 and the economic impact of small businesses. The resolution highlights that small businesses account for 99.9% of U.S. businesses, employ nearly half of all workers, and have created 12.9 million net new jobs over 25 years. This is a non-binding, commemorative measure with no direct policy changes or affected parties beyond the acknowledgment itself.

Censuring Paul Gosar, Representative of the 9th Congressional District of Arizona.

Maddy summaryHRES 623 is a resolution to formally censure Representative Paul Gosar (AZ-9) for promoting a website containing Holocaust denial, pro-Nazi rhetoric, and antisemitic conspiracy theories through his official congressional newsletter. The resolution cites specific instances where Gosar shared content from the site - including posts calling the Holocaust a "Holohoax" and urging people to "stand up for Hitler" - on multiple occasions, including days before Holocaust Remembrance Day. If passed, the resolution would require Gosar to appear in the House chamber for the censure to be read aloud by the Speaker. This is a procedural action by the House, not a law, and would formally condemn Gosar's use of congressional resources to amplify extremist content.

Ensuring Accountability for Equity at USDA Act

Maddy summaryHR 5033, the Ensuring Accountability for Equity at USDA Act, requires the USDA to improve transparency and accountability for farmers and ranchers from historically underserved groups. It amends reporting rules to mandate detailed data compilation on program access trends over 5- and 10-year periods, plus implementation plans for equity improvements. The bill also creates new requirements for USDA to collect and act on customer feedback through multilingual channels, provide cultural competency training, and build frontline staff capacity to connect applicants with eligible programs. Additionally, it mandates USDA to notify Congress when lacking authority or resources to address equity gaps in its programs. These changes apply directly to USDA's program delivery systems serving agricultural communities.

Tax Fairness for Workers Act

Maddy summaryHR 4963, the Tax Fairness for Workers Act, would restore tax deductions for certain employee expenses. It creates an above-the-line deduction for union dues and expenses paid by wage-earning employees, and allows miscellaneous itemized deductions for other work-related expenses (like uniforms or supplies) that were previously disallowed after 2017 tax law changes. These provisions directly affect employees who pay union dues or incur qualifying job-related costs. The bill amends specific sections of the Internal Revenue Code to make these deductions available for taxable years beginning after December 31, 2022. It does not change tax rates or provide new benefits, only reinstating previously eliminated deductions for eligible workers.

Youth, Peace, and Security Act of 2023

Maddy summaryThe Youth, Peace, and Security Act of 2023 requires U.S. foreign assistance programs to meaningfully engage youth (ages 10-29) in peacebuilding, conflict prevention, and security efforts globally. It establishes a $5.5 million Youth, Peace, and Security Fund to provide grants to youth-led organizations working on peacebuilding, conflict resolution, and community violence intervention. The bill mandates the development of a U.S. Foreign Assistance Youth, Peace, and Security Action Plan that prioritizes inclusive engagement of diverse youth, including girls, LGBTQI+ youth, indigenous youth, and youth with disabilities. The legislation requires USAID to coordinate across U.S. government agencies and report annually on implementation progress, including disaggregated data on youth engagement and funding. This represents a policy shift toward ensuring youth voices are incorporated in U.S. international peace and security programming.

PLANT Act

Maddy summaryThe PLANT Act (Peas, Legumes, And Nuts Today Act) creates new support systems for plant-based food producers by amending agricultural programs to include plant protein products like peas, legumes, and mushrooms. It increases marketing loan rates for certain commodities (including mushrooms at $1.16 per pound), defines "plant protein products" for the first time, and establishes an Office of Plant-Based Foods and Innovative Production. The bill authorizes $25 million annually for fiscal years 2024-2028 to fund research, business development, and market expansion for plant-based foods through programs like the Plant-Based Food Innovation Initiatives. It directly affects farmers growing plant-based ingredients, food processors, and rural communities working with these products. The legislation provides concrete policy changes to support the growing plant-based food industry through defined programs and dedicated funding.
