Kobe Bryant & Gianna Bryant Helicopter Safety Act This bill directs the Federal Aviation Administration (FAA) to issue regulations to implement National Transportation Safety Board recommendations for crash-resistant systems with respect to existing and new U.S.-registered turbine-powered rotorcraft (e.g., a helicopter) certificated for six or more passenger seats. Specifically, the FAA must require all U.S.-registered turbine-powered rotorcraft certificated for six or more passenger seats to be equipped with a flight data recorder, a cockpit voice recorder, and a terrain awareness and warning system. The FAA may exempt any civilian helicopter from one or more of the equipment requirements.

Safe Routes to School Expansion Act This bill expands eligibility under the Highway Safety Improvement Program to include certain safety projects related to safe routes to school infrastructure improvements such as sidewalks, crosswalks, signage, bus stop shelters or protected waiting areas. The bill increases the federal share for the Department of Transportation (DOT) to fund improvements for pedestrian or bicyclist safety, safety of people with disabilities, and safe routes to school infrastructure. DOT must also carry out a safe routes to school program for the benefit of children in primary, middle, and high schools.

Wear Your Mask Act This bill requires each federal agency to take action to ensure that an individual is required to wear a face mask inside a federal facility under its jurisdiction if the individual is within six feet of another individual to minimize the transmission of COVID-19 (i.e., coronavirus disease 2019). Each agency shall make face masks available at each entrance to a federal facility at which such agency maintains a presence. The bill terminates such requirements when the National Institute of Allergy and Infectious Diseases determines, and publishes in the Federal Register a notification, that the requirement to wear a mask is no longer necessary to prevent such transmission.

This resolution recognizes the contributions of frontline workers and other essential personnel and reaffirms the responsibility of Congress to meet the needs of those workers and the elderly during the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Transformational Reforms and Updates to Ensure Educational Quality and Urgent Investments in Today's Youth Act of 2021 or the TRUE EQUITY Act This bill establishes various grant programs to address educational inequities in elementary and secondary schools. Specifically, the bill creates grant programs related to (1) early childhood education, (2) high-quality and diverse teachers and leaders, (3) college and career readiness pathways, and (4) additional resources for at-risk students. For each grant program, the Department of Education (ED) must award a single grant to an eligible state. To be eligible for a grant, a state must establish an independent state oversight board. The oversight board must, among other duties (1) determine whether the state and its local educational agencies (LEAs) have met state educational equity goals, and (2) hold them accountable for failing to meet those goals. ED may renew a grant if the oversight board determines the state has met its goals. In addition, for each grant program, the bill outlines the activities authorized under the program, maintenance-of-effort requirements, and matching fund requirements. Finally, the bill permits ED to enter into a local flexibility demonstration agreement, through which a state educational agency may use funds to develop and implement a school funding system based on weighted per-pupil allocations for low-income and disadvantaged students. (Currently, ED may enter into these agreements with LEAs.)

Temporary Reciprocity to Ensure Access to Treatment Act or the TREAT Act This bill temporarily authorizes the interstate provision of in-person and telehealth services. This authorization applies during, and for at least 180 days after, the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, subject to scope of practice and other requirements, a health care professional may provide health services in any U.S. jurisdiction based on that individual's authorization to practice in any one state or territory. The bill also provides certain related powers to health care professional regulatory bodies, such as medical boards. Specifically, a regulatory body may investigate and take disciplinary actions against a professional who provides services pursuant to this bill to a patient in that body's jurisdiction.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

This concurrent resolution recognizes the difficult challenges Black veterans faced when returning home after serving in the Armed Forces, their heroic military sacrifices, and their patriotism in fighting for equal rights and for the dignity of a people and a nation. The concurrent resolution also recognizes the need for the Department of Veterans Affairs to continue to work to eliminate any health and benefit disparities for minority veterans.

This concurrent resolution calls for the Citizens' Stamp Advisory Committee to recommend that the Postmaster General issue a commemorative postage stamp honoring the Buffalo Soldiers.

This resolution recognizes Black History Month as an important time to reflect on the significant contributions of African Americans in the history of the United States, including in the Armed Forces.
