Fight CRIME Act

Maddy summaryHR 3152, the "Fight CRIME Act," aims to maintain international restrictions on Iran's missile-related activities by requiring diplomatic efforts to extend these restrictions before they expire in October 2023. The bill mandates annual reports detailing U.S. diplomatic strategies, potential impacts of expiration, and measures to deter missile technology transfers to Iran. It establishes sanctions against foreign individuals or entities that knowingly support Iran's missile or drone programs, including asset freezes and visa restrictions. These sanctions apply regardless of whether UN restrictions remain in effect after their expiration, directly affecting foreign entities involved in these activities.

Condemning the Government of Iran's state-sponsored persecution of the Baha'i minority and its continued violation of the International Covenants on Human Rights.

Maddy summaryHRES 492 is a congressional resolution condemning the Iranian government's systematic persecution of the Baha'i minority, which directly affects Baha'is in Iran facing arrests, property confiscation, and imprisonment. The resolution specifically calls for Iran to immediately release Baha'is detained for their faith, end state-sponsored hate propaganda against them, and reverse discriminatory policies denying equal access to education, employment, and religious freedom. It urges the U.S. President and Secretary of State to demand Iran’s compliance with international human rights treaties and to use existing sanctions authorities (under the 2010 and 2012 Iran sanctions laws) against officials responsible for these abuses. The resolution does not impose new legal requirements but serves as a formal U.S. government statement of condemnation and a call for diplomatic and sanctions action.

Nationwide Right to Unionize Act

Maddy summaryHR 5351, the Nationwide Right to Unionize Act, repeals a federal law (Section 14(b) of the National Labor Relations Act) that currently allows states to enact "right-to-work" laws. This would prevent states from banning agreements requiring workers to pay union dues as a condition of employment, directly affecting workers in states with such laws. The bill's key mechanism is overriding state right-to-work statutes with federal law, ensuring union security agreements remain enforceable nationwide.

Time Off to Vote Act

Maddy summaryHR 5322, the Time Off to Vote Act, requires most private employers (with 25+ employees) to provide two consecutive hours of paid leave for employees to vote in federal elections. Employers must grant this leave upon request, can schedule it during early voting periods if permitted by state law, and cannot include lunch breaks in the leave period. The bill prohibits retaliation against employees who take this leave and ensures it does not affect accrued employment benefits. Violations could result in civil penalties up to $10,000 per offense, enforced by the Department of Labor.

Youth Voting Rights Act

Maddy summaryHR 5293, the Youth Voting Rights Act, would improve voting access for young people aged 18-29 through several concrete changes. The bill requires public colleges and universities to serve as voter registration agencies, establishes pre-registration for 16-year-olds, mandates on-campus polling locations for all institutions of higher education, and prohibits age-based restrictions on voting by mail. It also requires states to accept student ID cards as valid voter identification and provides grants to states for youth voter engagement programs. The bill would collect data on voting trends by age to help identify barriers to youth participation. These changes aim to address systemic barriers that have led to lower youth voter turnout and higher ballot rejection rates among young voters.

Expanding the VOTE Act

Maddy summaryHR 5295, the Expanding the VOTE Act, modifies Section 203 of the Voting Rights Act to expand language access for voters. It requires states and localities to provide voting materials (including ballots and instructions) in the language of covered language minority groups, with new provisions for American Indian and Alaska Native languages requiring tribal government consultation for unwritten languages. The bill creates $15 million in grants to help jurisdictions provide voting materials in languages that don’t currently trigger Section 203 coverage, while mandating continued provision for those groups in future elections. It also directs a study to evaluate lowering population thresholds for language protections and expanding the definition of covered languages.

Coast Guard Academy Safe-to-Report Parity Act

Maddy summaryThis bill extends the existing "safe-to-report" policy for minor misconduct to the U.S. Coast Guard Academy. It amends a 2021 defense law to explicitly include the Academy under the policy, which allows service members to report certain minor issues (like harassment or misconduct) without facing disciplinary action for the initial minor offense. The change directly affects Coast Guard Academy cadets and staff by providing them the same reporting protections already available at other military service academies. This is a procedural update to existing law, not a new policy.

To amend the Passport Act of June 4, 1920, to make certain improvements with respect to expenditure and other authorities, and for other purposes.

This bill requires various changes to the passport application process and addresses related issues. The bill requires all U.S. regular passports to contain a written notice advising travelers (1) to check travel.state.gov for updated travel warnings, (2) to register with the Department of State prior to overseas travel, (3) that many countries deny entry to travelers whose passport expires within six months, and (4) to renew their passports within at least one year of the expiration date.  Further, the bill makes permanent existing State Department authority to assess a surcharge on the passport application fee to cover the costs of increased demand prompted by certain legal requirements. This authority currently expires on September 30, 2026.  For three years starting from this bill's enactment, the State Department may use direct hire authority to expedite the hiring of individuals into Passport and Visa Examining positions (Series 0967). Finally, the bill requires the Department of State to report to Congress about passport processing wait times, agency plans for a public outreach campaign, and related information.

Connecticut River Watershed Partnership Act

Maddy summaryThis bill establishes the Connecticut River Watershed Partnership program (Section 3) to coordinate restoration and protection efforts across the 5-state watershed (Connecticut, Maine, Massachusetts, New Hampshire, Vermont). It creates a competitive grant program (Section 4) providing up to 90% federal funding for eligible entities - including states, tribes, nonprofits, and local groups - to carry out projects that improve water quality, restore habitats, and support environmental justice communities. The program requires the Secretary of the Interior to collaborate with Tribal governments, state agencies, and conservation organizations to develop a unified strategy. It mandates annual reporting to Congress and prioritizes projects advancing nature-based solutions, public access, and equitable outcomes in communities facing environmental health risks.

ACES Act

Maddy summaryThe ACES Act directs the Department of Veterans Affairs to fund a National Academies study examining cancer rates among active-duty military aircrew members (including pilots and navigators in fixed-wing aircraft). The study will identify potential military-related exposures linked to specific cancers - such as lung, prostate, melanoma, and others - and analyze existing VA, Defense, and CDC health data. It requires the National Academies to report findings to Congress on cancer prevalence and mortality among these service members. This bill focuses on gathering scientific data to inform future policy, not on immediate benefits or changes.
