Leave No Americans Behind Act of 2022

Leave No Americans Behind Act of 2022 This bill eliminates the Department of State's repatriation loan program.  The program currently authorizes the State Department to loan funds to private U.S. citizens and third-country nationals for emergency evacuation from foreign countries where their lives are endangered by war, civil unrest, or natural disasters, rather than expending appropriated funds.

SWIMS Act of 2022

Strengthening Welfare in Marine Settings Act of 2022 or the SWIMS Act of 2022 This bill establishes prohibitions on capturing, importing, exporting, or breeding of orcas, beluga whales, false killer whales, or pilot whales for the purpose of public display. Specifically, the bill prohibits the National Oceanic and Atmospheric Administration from issuing any permit under the Marine Mammal Protection Act of 1972 that authorizes the taking (e.g., capturing) or importation of such orcas or whales for the purpose of public display. The bill further revises the act to make it unlawful to export such orcas or whales, unless they are being transported to marine mammal sanctuaries or for release into the wild. Further, the bill makes it unlawful under the Animal Welfare Act for any person to breed or artificially inseminate such marine mammals for purposes of using their progeny for public display.

Puerto Rico Nutrition Assistance Fairness Act of 2022

Puerto Rico Nutrition Assistance Fairness Act of 2022 This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Providing for consideration of the Senate amendment to the bill (H.R. 5376) to provide for reconciliation pursuant to title II of S. Con. Res. 14.

Maddy summaryHRES 1316 is a procedural resolution that sets the rules for the House of Representatives to vote on the Senate's amendment to H.R. 5376 (the Inflation Reduction Act). It allows the House to directly consider the Senate amendment without parliamentary objections, with a three-hour debate period divided equally between party leaders. This resolution does not change the policy of H.R. 5376 but streamlines the House's process to formally adopt the Senate's version of the bill.
