Student Loan Borrower Safety Net Act of 2021

Student Loan Borrower Safety Net Act of 2021 This bill requires the Department of Education (ED) to carry out a program to notify borrowers that normal payment obligations on their federal student loans will resume. Not later than 60 days before payment obligations are no longer suspended (as determined by ED), ED must provide at least six notices to borrowers indicating that their payment obligations will resume. These notices must also indicate the options for (1) enrolling in income-driven repayment plans, and (2) rehabilitating or consolidating loans. ED must provide priority notification to certain borrowers, including those who missed a payment in the first three months of entering repayment on a loan. The bill allows borrowers to (1) submit an application or reapplication for an income-contingent or income-based repayment plan and self-certify their income and family size, (2) change their repayment plan without a fee, and (3) apply for an economic hardship deferment. If a borrower misses a payment or payments on a loan during the 60 days after the payment suspension ends, then the loan must be held in administrative forbearance for 90 days.

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful labor practice for an employer to enter into, or attempt to enforce, a contract with an employee or job applicant that contains a nondisparagement or nondisclosure clause that covers workplace or sexual harassment, including retaliation for participating in a workplace harassment proceeding. The bill exempts certain settlement or separation agreements from such prohibition. The bill also requires the Securities and Exchange Commission to promulgate a regulation that requires any issuer of securities to submit a report for the most recent five-year period with respect to workplace and sexual harassment. The commission must provide for the development and dissemination of training programs and information regarding workplace and sexual harassment. The bill denies a tax deduction for amounts related to judgments and expenses in connection with litigation related to workplace or sexual harassment. Family Violence Prevention and Services Improvement Act of 2021

Family Violence Prevention and Services Improvement Act of 20 21 This bill modifies, expands, and reauthorizes through FY2026 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally specific domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.
