Expanding Representation at HHS Act of 2022

Expanding Representation at HHS Act of 2022 This bill requires certain agencies and offices within the Department of Health and Human Services to address diversity in their procurement activities and workforce. The bill specifically covers offices and agencies that are authorized to award grants or other financial assistance, such as the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention. Each covered entity must establish an Office of Minority and Women Inclusion that is responsible for managing diversity within the entity and with respect to the entity's activities. This new office is not, however, responsible for enforcing civil rights statutes, regulations, or executive orders. In addition, an entity subject to the bill's requirements must modify its evaluation, award, and termination of grants and contracts to ensure, to the maximum extent feasible, the inclusion of minorities; women; and minority-led and women-led grantees, contractors, subgrantees, and subcontractors. Each entity must also undertake actions to increase diversity in its workforce, including by recruiting at institutions of higher education where the majority of the students are members of minority populations.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

To designate the El Paso Community Healing Garden National Memorial, and for other purposes.

Maddy summaryHR 4380 designates the Healing Garden at 6900 Delta Drive in El Paso, Texas, as the "El Paso Community Healing Garden National Memorial." This designation does not make the site part of the National Park System and explicitly states that no federal funds will be required or authorized for the memorial's upkeep or operations. The bill is purely procedural, focusing on naming the site.

Social Security Fairness Act of 2021

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Recognizing access to water, sanitation, electricity, heating, cooling, broadband communications, and public transportation as basic human rights and public services that must be accessible, safe, acceptable, sufficient, affordable, climate resilient, and reliable for every person.

Maddy summaryHRES 1364 is a resolution recognizing access to water, sanitation, electricity, heating, cooling, broadband, and public transportation as basic human rights that must be accessible, safe, affordable, and climate-resilient for everyone. It specifically calls for banning utility shutoffs (including for nonpayment), ending predatory debt collection practices, and ensuring services are affordable based on income. The resolution also urges public control of utilities, prioritizes environmental justice communities for infrastructure investments, and requires utilities to report disconnection data by demographics and income. It directly affects all residents, with emphasis on low-income households and communities disproportionately impacted by unaffordable or unreliable services.
