Charitable Act

Maddy summaryHR 801, the Charitable Act, creates a new tax deduction for individuals who do not itemize deductions on their federal tax returns. It allows these taxpayers to deduct up to one-third of their standard deduction amount for charitable contributions in 2026 and 2027. The bill directly affects non-itemizing individual taxpayers by providing a limited, direct deduction for charitable giving without requiring them to itemize. The deduction is capped at 1/3 of the standard deduction amount for those tax years, effective for returns filed in 2027 and 2028.

_______ Act of 2024

Maddy summaryThis bill amends federal law to require state governors (or the D.C. mayor) to consent before National Guard members can be ordered to perform full-time duty in their state or the District of Columbia. It specifically applies to operations requested by the President or Secretary of Defense, adding consent requirements for state chief executives and the D.C. mayor. The bill also explicitly makes such National Guard duty subject to the Posse Comitatus Act (18 U.S.C. §1385), which restricts military involvement in domestic law enforcement.

To amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Empowering Law Enforcement To Fight Sex Trafficking Demand Act of 2025

Maddy summaryHR 520 allows law enforcement agencies to use Byrne JAG funds for programs specifically targeting the demand behind sex trafficking, such as initiatives aimed at reducing the market for commercial sex acts involving trafficked individuals. This bill amends existing federal funding rules to explicitly authorize these funds for "programs to combat human trafficking (including programs to reduce the demand for trafficked persons)." It directly affects state and local law enforcement agencies that receive Byrne JAG grants by expanding how they can allocate those resources. The key change is creating a dedicated funding category for demand reduction efforts, moving beyond solely supporting victim services or investigations.

Ensuring Military Readiness Not Discrimination Act

Maddy summaryThis bill prohibits discrimination based on gender identity, sexual orientation, or sex characteristics in military service. It requires that eligibility for military service and all personnel policies consider only an individual's ability to meet job-specific military standards, banning the use of race, color, national origin, religion, or gender-related factors. The law directly affects all current and prospective members of the Armed Forces by mandating that military occupational standards apply equally to everyone. It amends Title 10 of the U.S. Code to establish these protections as a formal requirement for all military personnel policies.

Maddy summaryThe Prevent Tariff Abuse Act amends the International Emergency Economic Powers Act to prohibit the President from using emergency powers to impose tariffs or import quotas on goods entering the U.S. It adds a specific provision stating the President cannot impose duties, tariffs, or quotas under this law. This directly limits the executive branch's authority during emergencies, preventing the use of emergency powers for trade restrictions.
