COVID–19 Vaccination Non-Discrimination Act

Maddy summaryThis bill prohibits federal funding from being provided to healthcare facilities that refuse treatment to patients based on their COVID-19 vaccination status. It specifically blocks funds under Medicare (Title XVIII), Medicaid (Title XIX), and CHIP (Title XXI) from going to such facilities. The law directly affects hospitals, clinics, and other providers receiving federal healthcare funding by requiring them to offer treatment regardless of vaccination status. The key mechanism is withholding all federal funds authorized by law from any facility engaging in this practice.

Ensuring Military Readiness Act of 2023

Maddy summaryHR 1112, the Ensuring Military Readiness Act of 2023, prohibits transgender individuals with a history of gender dysphoria from serving in the military, except under specific conditions. It requires service members diagnosed with gender dysphoria to remain in their biological sex, disqualifies those seeking or having undergone gender transition, and mandates that Defense Enrollment Eligibility Reporting System (DEERS) gender markers match biological sex. The bill limits medically necessary treatment for gender dysphoria to non-transition-related care, banning gender transition procedures like hormone therapy or surgery. This directly affects current and prospective military personnel who identify as transgender and have been diagnosed with gender dysphoria.

CBDC Anti-Surveillance State Act

CBDC Anti-Surveillance State Act This bill limits the ability of the Federal Reserve to (1) provide direct services to individuals, and (2) use a central bank digital currency. A central bank digital currency is a digital currency (e.g., Bitcoin or Ether) issued by a government-backed central bank. Specifically, the bill prohibits the Federal Reserve and the Federal Open Market Committee from using any central bank digital currency to implement monetary policy. In addition, a Federal Reserve bank is prohibited from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency directly to an individual. The Federal Reserve must (1) consult with each Federal Reserve bank with respect to any central bank digital currency study or pilot program, and (2) issue quarterly reports on the findings and determinations of any such study or program.

Stop Higher Education Espionage and Theft Act of 2023

Maddy summaryThe Stop Higher Education Espionage and Theft Act of 2023 establishes a process for designating foreign actors as "foreign intelligence threats to higher education" if they've engaged in activities like espionage, theft of trade secrets, or visa fraud. The Director of the FBI can designate such actors after finding they've committed specific security-related violations, which would lead to revocation of their visas, removal from the U.S., and inadmissibility. Institutions of higher education must now report gifts or contracts from foreign sources, including designated threats, with specific disclosure requirements about the identity and value of such transactions. The bill also adds new deportation provisions for designated foreign actors and requires annual reports assessing the impact of foreign activities on academic research and security. This legislation aims to address national security concerns related to foreign actors in academic settings while providing mechanisms for review and appeal.

Parents Opt-in Protection Act

Maddy summaryHR 1094, the Parents Opt-in Protection Act, requires schools to obtain prior written consent from parents (for unemancipated minors) or students (for adults or emancipated minors) before administering specific surveys, analyses, or evaluations. This amendment to federal education law updates existing privacy protections under the General Education Provisions Act. The key change specifies that written consent must be obtained for "such specific survey, analysis, or evaluation" as referenced in the law. It directly affects students in K-12 schools and their parents or legal guardians regarding certain school-administered assessments. The bill does not alter consent requirements for general educational activities, only for designated surveys or evaluations.

UNRWA Accountability and Transparency Act

Maddy summaryThis bill would require the U.S. to withhold funding for the UNRWA (United Nations refugee agency for Palestinians) unless the State Department certifies UNRWA staff, materials, and facilities comply with specific conditions. Key conditions include confirming no ties to terrorism or anti-Israel rhetoric (like denying Israel's right to exist or promoting BDS), no misuse of UNRWA resources for terrorist activities, and adherence to international financial audits. It also caps U.S. contributions to UNRWA at levels comparable to Arab League countries and mandates annual reports to Congress on phasing out UNRWA support. These changes directly affect U.S. foreign aid decisions for Palestinian refugees in Jordan, Lebanon, Syria, Gaza, and the West Bank.

The bill also sets uniform English language standards for naturalization, requiring applicants to read and understand the Declaration of Independence, Constitution, and U.S. laws, with naturalization ceremonies conducted solely in English. This legislation directly affects federal agencies, government communications, and individuals seeking U.S. citizenship.

Defund the Wuhan Institute of Virology Act

Maddy summaryThis bill bans all federal funding to the Wuhan Institute of Virology for any purpose. It also requires the Government Accountability Office (GAO) to study whether U.S. funds were provided to the institute or related Chinese entities (including affiliated researchers, China, the Chinese Communist Party, or their agencies) over the 15 years prior to enactment. The GAO must complete this study and report to Congress within two years of the bill becoming law. This directly affects U.S. funding decisions for the institute and its connections to Chinese research networks.

Audit and Return It Act

Maddy summaryThis bill requires the Office of Management and Budget to audit unspent funds from major pandemic relief packages - including the CARES Act, American Rescue Plan, and related bills - within 30 days of enactment. It mandates a report listing all unobligated funds remaining under these laws. The unspent amounts would then be automatically returned to the Treasury’s general fund for deficit reduction, with no further congressional action needed. The bill directly affects how the federal government handles leftover pandemic relief funds, focusing on accounting and fiscal responsibility rather than new program benefits.
