PLAN for School Safety Act of 2025

Maddy summaryHR 2577, the PLAN for School Safety Act of 2025, establishes a federal grant program to create statewide or regional School Safety Development Centers. These centers, funded through $25 million annually (2026-2030), will provide schools - especially those in rural, Tribal, or low-resourced communities - with free, customized consulting to develop or improve evidence-based school safety and mental health plans. Centers must offer tailored consultations, help schools access federal/state funding, and provide training, while prohibiting the use of funds for firearm training or hiring school staff. The bill directly affects public schools and their communities by supporting data-driven safety planning without altering existing civil rights or safety laws.

Secure Family Futures Act of 2025

Maddy summaryThis bill, titled "Secure Family Futures Act of 2025" but actually focused on tax code changes, primarily affects a specific subset of insurance companies. It amends the Internal Revenue Code to exclude certain debts (like bonds or notes) held by these companies from being counted as capital assets (Section 2), and extends their capital loss carryover period to 10 years for losses from foreign expropriation or losses incurred by these companies (Section 3). The changes apply to debts acquired and losses arising after December 31, 2025. The bill's title is misleading, as it does not relate to family policy but is a technical tax amendment targeting defined insurance industry entities.

EASE Act of 2025

Maddy summaryHR 2533, the EASE Act of 2025, requires Medicare and Medicaid to test a new telehealth model designed to improve specialty care access for rural and underserved Medicare/Medicaid beneficiaries. The bill mandates the Centers for Medicare & Medicaid Services (CMS) to partner with nonprofit provider networks - comprising at least 50 community health centers or rural clinics (half in rural areas) - to deliver specialty care via telehealth and coordinate with primary care providers. Eligible individuals must be enrolled in Medicare Part B, Medicaid, or CHIP and reside in designated rural or underserved areas. The model requires networks to collect and evaluate data on service delivery, with funding subject to existing program rules. This creates a structured pilot program focused on expanding remote specialty care access in underserved regions.

Flooding Prevention, Assessment, and Restoration Act

Maddy summaryHR 1858, the Flooding Prevention, Assessment, and Restoration Act, requires the Secretary of Agriculture to conduct a national study on flood risks to agricultural lands within two years, analyzing economic losses, downstream effects, and existing data on various flood types. The bill expands watershed restoration authority by allowing the Secretary to implement long-term protective measures beyond immediate repairs if they are cost-effective and benefit watershed health. It also increases federal funding for rehabilitating aging structural flood measures from 65% to 90% of project costs. This legislation directly affects agricultural producers and watershed management programs by mandating new assessments and modifying funding thresholds for flood prevention infrastructure.

Delivering for Rural Seniors Act of 2025

Delivering for Rural Seniors Act of 2025 This bill directs the Food and Nutrition Service (FNS) to award competitive grants to state agencies under a home delivery pilot program for participants in the Commodity Supplemental Food Program (CSFP).  As background, the CSFP works to improve the health of low-income persons at least 60 years of age by supplementing their diets with nutritious Department of Agriculture foods. Under the pilot program, a state agency must distribute grant funds to an eligible entity (i.e., a local agency or subdistributing agency) to operate projects that facilitate home delivery of commodities to CSFP participants. Grant funds may be used for costs associated with transportation and distribution of commodities to CSFP participants, staffing required to operate home delivery services, and home delivery outreach to CSFP participants or potential participants. A state agency must prioritize eligible entities that serve CSFP participants who reside in rural areas. A state agency must also submit an annual report to FNS about the project, including best practices regarding the use of home delivery to improve the effectiveness of the CSFP.

Designating March 27, 2025, as "National Women in Agriculture Day".

Maddy summaryHRES 260 designates March 27, 2025, as "National Women in Agriculture Day" to recognize women's contributions to U.S. agriculture. The resolution highlights that women represent over 1.2 million agricultural producers (more than one-third of all U.S. producers) and generated $222 billion in agricultural sales in 2022. It encourages citizens to recognize women working in agriculture and supports their roles in leading the industry, mentoring future agricultural workers, and advancing food production. This is a symbolic resolution with no new policies or funding, solely celebrating existing contributions during National Women’s History Month and National Ag Week.

Portable Ultrasound Reimbursement Equity Act of 2025

Maddy summaryHR 2477, the Portable Ultrasound Reimbursement Equity Act of 2025, would amend Medicare rules to require equal reimbursement for portable ultrasound transportation and setup services as is currently provided for portable X-ray services. This change directly affects Medicare beneficiaries needing portable ultrasound exams and healthcare providers (like mobile clinics) who offer these services. The bill mandates that Medicare pay separately for portable ultrasound transportation and setup in the same way and to the same extent as portable X-ray services, using similar supplier requirements as existing regulations. The policy change would take effect for services provided on or after January 1, 2027.

Providing Veterans Essential Medications Act

Maddy summaryThe Providing Veterans Essential Medications Act requires the Department of Veterans Affairs to reimburse State homes or provide medications directly for certain high-cost drugs used by veterans in State-run nursing homes. A medication is defined as high-cost if its price (including a 3% fee) exceeds 8.5% of the VA's monthly payment for the veteran's care at that home. This applies specifically to State homes that provide such medications to veterans under VA contracts. The bill ensures veterans receive essential medications without financial burden on the State homes, using clear cost thresholds to determine eligibility.

Rural Veterans Transportation to Care Act

Maddy summaryThis bill expands transportation assistance for rural veterans by updating a Department of Veterans Affairs grant program. It allows grants to be awarded to county veterans service organizations and tribal organizations, in addition to existing recipients, and increases the maximum grant amount to $80,000 for organizations needing to purchase ADA-compliant vehicles. The bill defines "rural" using the USDA's Rural-Urban Commuting Areas (RUCA) system and removes fixed annual funding limits, allowing for flexible budgeting. It directly affects rural veterans who need transportation to healthcare facilities and the organizations that provide this service.

PHIT Act of 2025

Maddy summaryThe PHIT Act of 2025 allows taxpayers to deduct certain fitness-related expenses as medical costs on their federal tax returns. It directly affects individuals and families who pay for qualifying physical activity programs, such as gym memberships, fitness classes, or approved equipment. Key provisions include setting annual limits ($1,000 per person or $2,000 for joint returns), defining eligible fitness facilities (excluding golf courses or private clubs), and specifying that equipment must be used exclusively for physical activity. The bill amends the Internal Revenue Code to treat these expenses as deductible medical costs, effective for taxable years after its enactment.
