To provide for energy rebates to individual taxpayers, and for other purposes.

This bill expresses the sense of Congress that energy rebates to individual taxpayers are required due to the global disruptions caused by COVID-19 and the Russian invasion of Ukraine. The bill allows an income-based tax credit beginning in 2022 for the sum of monthly energy rebates. The amount of such rebates in any calendar month is the sum of $100 ($200 for married couples filing jointly) plus $100 multiplied by the number of the taxpayer's dependents during 2022.

To direct the Secretary of the Interior to conduct a study to assess the suitability and feasibility of designating areas within the island of Guam as a National Heritage Area, and for other purposes.

Maddy summaryThis bill (HR 2899) directs the U.S. Secretary of the Interior to study whether Guam should be designated as a National Heritage Area. The study would assess if Guam has natural, historic, and cultural resources that represent U.S. heritage, require conservation, and can be managed through partnerships between local communities, businesses, and government. It requires analyzing community support, financial planning, potential impacts on private property, and developing a boundary map. The study must be completed within three years, with findings reported to Congress. This bill does not create the heritage area but evaluates its feasibility for Guam residents and local organizations.
