Original Slavery Remembrance Day Resolution

Maddy summaryHJRES 84 designates August 20 as "Slavery Remembrance Day" to commemorate the arrival of the first enslaved Africans in what is now Virginia on August 20, 1619. The resolution urges the President to issue an annual proclamation encouraging Americans to observe the day with ceremonies and activities reflecting on slavery's history. It specifically honors 21 Black Congress members from the Reconstruction Era as honorary cosponsors and calls for acknowledging the enduring impacts of slavery. Recognizing July 28, 2023, as "World Hepatitis Day".

Maddy summaryThis resolution (HRES 632) is a symbolic recognition of July 28, 2023, as "World Hepatitis Day" by the U.S. House of Representatives. It aims to raise public awareness about hepatitis B and C infections, which affect an estimated 5.9 million people in the U.S., with disproportionately high rates among Asian Americans, Pacific Islanders, people who inject drugs, and other marginalized groups. The resolution supports broader access to hepatitis treatments, emphasizes the need for improved screening and vaccination (noting CDC recommendations for universal adult screening), and urges collaboration between the CDC and health departments to increase prevention efforts. It does not create new laws or funding but serves as a non-binding statement to highlight the public health urgency of viral hepatitis.

Accountability in Foreign Animal Research Act

Maddy summaryHR 5020 prohibits the U.S. Department of Health and Human Services (HHS) from funding or conducting animal testing research in China, Iran, North Korea, Russia, or other countries designated as "of concern" after consultation with the State and Defense Departments. Recognizing Gun Violence as a Public Health Emergency Act

Maddy summaryHR 5010, the "Recognizing Gun Violence as a Public Health Emergency Act," requires the Secretary of Health and Human Services and CDC to produce annual reports on gun violence impacts. These reports must include detailed data broken down by age, race, location, and incident type (like homicide, suicide, or unintentional shootings), as well as information on community prevention programs and research funding. The bill directly affects federal agencies (HHS and CDC) by mandating this data collection, and indirectly affects communities by creating a standardized public health data source on gun violence. It does not change existing laws or fund new programs but aims to inform future prevention efforts through comprehensive reporting. The reports must supplement, not replace, existing federal health research.

Greyhound Protection Act of 2023

It does not affect horse racing or state laws already prohibiting these activities in most states.

Animal Welfare Enforcement Improvement Act

Animal Welfare Enforcement Improvement Act This bill revises the licensing process of the Department of Agriculture (USDA) for animal dealers and exhibitors to expand USDA's oversight and enforcement of animal welfare requirements. Dealers and exhibitors must apply to USDA for licenses or renewal licenses each year. In order to obtain the licenses or renewals, dealers and exhibitors must meet certain standards for the humane treatment of animals and pass inspections as specified by this bill. USDA may not issue or renew such licenses if the dealers or exhibitors have violated laws relating to animals or if the issuance of the licenses would facilitate the circumvention of state or local laws that prohibit the private ownership of certain animals. Further, USDA must suspend the licenses of dealers or exhibitors whose violations present a risk to animal welfare. USDA must revoke the licenses if the violations persist or if the licensees commit multiple violations. Dealers and exhibitors with suspended or revoked licenses may not be (1) granted another license, (2) granted another license through another person or entity, or (3) employed by another licensee to work with animals during the period of the suspension or revocation.

SUPPORT For SNAP Act

Maddy summaryThis bill establishes a federal pilot program to help homeless individuals access SNAP (Supplemental Nutrition Assistance Program) benefits. It authorizes $12.5 million annually (2024-2029) to fund grants for community organizations, homeless service providers, and public housing agencies to provide direct outreach, application assistance, transportation to SNAP offices, and staff training. Grantees must report annually on outcomes, including the number of homeless individuals served and enrollment impacts. The pilot runs for up to 5 years, with funds supplementing (not replacing) existing state/local programs.

FAIR Leave Act

Maddy summaryThe FAIR Leave Act (HR 5037) repeals a time limitation on leave for spouses that was part of the Family and Medical Leave Act (FMLA). This provision previously restricted the amount of leave employees could take to care for a spouse with a serious health condition. By removing this restriction, the bill allows workers to take more leave without a prior cap for this specific purpose. The policy change directly affects employees needing leave to support a spouse's medical needs under the FMLA.

Fairness for Small-Scale Farmers and Ranchers Act

Maddy summaryThis bill aims to reduce corporate concentration in agriculture by imposing a moratorium on large agribusiness mergers and requiring retroactive review of past mergers that may have harmed competition. It mandates that large meatpackers purchase at least 50% of livestock through spot market sales from nonaffiliated farmers, restores mandatory country of origin labeling for beef, pork, and dairy products, and increases funding for beginning, retiring, and socially disadvantaged farmers. The legislation targets unfair practices by large processors and retailers, requiring transparency in pricing and preventing anti-competitive behavior that has driven down farmer income. It directly affects small-scale farmers, ranchers, and rural communities by strengthening their bargaining power in agricultural markets. The bill's provisions aim to reverse decades of consolidation that have driven down farmer income while increasing food prices for consumers.
