Student Empowerment and Financial Literacy Act

Maddy summaryThe Student Empowerment and Financial Literacy Act (HR 2943) creates a federal grant program to fund innovative financial literacy education in elementary and secondary schools. It provides competitive grants to eligible entities - like schools, community groups, or financial institutions - to develop programs teaching personal finance topics (e.g., budgeting, credit, student loans, saving) that improve student awareness and teacher training. Grants last up to 3 years, with renewal possible for successful programs, and prioritize projects serving underbanked communities, diverse geographic areas, and students with varying needs. The program aims to expand voluntary financial literacy resources for K-12 students nationwide.

Raise the Age Act of 2023

Raise the Age Act of 2023 This bill establishes new restrictions on the sale or transfer of certain semiautomatic firearms to individuals under 21 years of age. Specifically, this bill makes it unlawful for a licensed gun dealer, importer, manufacturer, or collector to sell or deliver a semiautomatic center-fire rifle or semiautomatic center-fire shotgun that has (or has the capacity to accept) an ammunition feeding device with a capacity of more than five rounds to an individual who the licensee knows or has reasonable cause to believe is under age 21. The prohibition does not apply if the individual under age 21 is a full-time law enforcement officer or active-duty member of the Armed Forces. The bill also requires the Federal Bureau of Investigation to report on the operation of its public access line, including a description of information sharing protocols and recommendations for improving such protocols.

Prison Libraries Act of 2023

Maddy summaryHR 2825, the Prison Libraries Act of 2023, establishes a federal grant program to fund library services in state and territorial correctional facilities. It directly affects incarcerated individuals by providing access to books, digital resources, educational programs, and staff support, with funds requiring states to submit detailed plans demonstrating need and measurable goals like improving literacy or job skills. Key provisions include funding for modern library infrastructure, hiring qualified librarians, and programming such as job training, digital literacy, restorative justice, and cultural activities - all while prohibiting use for food, general prison operations, or unrelated staff costs. The program authorizes $10 million annually for six years (2024-2029), prioritizing grants that align with library standards, prioritize post-secondary education, and show clear impact on reducing recidivism.

Do No Harm Act

Maddy summaryHR 2725, the "Do No Harm Act," amends the Religious Freedom Restoration Act (RFRA) to clarify that RFRA does not apply when federal laws protect against discrimination or promote equal opportunity. It specifically exempts protections under the Civil Rights Act, Americans with Disabilities Act, workplace benefits like leave, child labor safeguards, and healthcare access from RFRA challenges. The bill also clarifies that RFRA does not block private lawsuits between individuals, applying only to cases involving government entities. This amendment ensures that existing federal civil rights and workplace protections remain enforceable under RFRA.

Latonya Reeves Freedom Act of 2023

Maddy summaryThe Latonya Reeves Freedom Act of 2023 strengthens the Americans with Disabilities Act's requirement that individuals with disabilities receive long-term services and supports in community settings rather than institutions. It defines "community-based" services to include specific housing options where individuals with disabilities can live independently with maximum control over their lives, including access to integrated housing, employment, and community participation. The bill requires states to develop transition plans to move people from institutional settings to community-based services within 12 years, with measurable annual targets for reducing institutionalization. It establishes enforcement mechanisms through the Department of Justice and Department of Health and Human Services to ensure compliance with these requirements.

Puppy Protection Act of 2023

Maddy summaryThe Puppy Protection Act of 2023 sets new standards for businesses that sell dogs (dealers), directly affecting pet stores and breeders operating under the Animal Welfare Act. It requires specific housing with space allowances based on dog size (e.g., 12-30 square feet per dog), temperature control (45-85°F), clean food twice daily, and daily exercise or socialization with humans/dogs for at least 30 minutes. The bill also mandates annual veterinary exams including dental care, strict breeding limits (e.g., age restrictions, maximum 2 litters in 18 months), and efforts to place retired breeding dogs in homes instead of selling them to other breeders. Regulations must be finalized within 18 months of enactment.

SAVE Act

Maddy summaryHR 2584, the SAVE Act, creates a new federal criminal offense for assaulting or intimidating hospital employees while they're performing their duties, punishable by up to 10 years in prison, with enhanced penalties for using weapons, causing injury, or during public emergencies. The bill authorizes $25 million annually in federal grants to hospitals for violence prevention programs, including staff training, security technologies like panic buttons and video surveillance, and coordination with law enforcement. It defines "hospital" broadly to include various medical facilities such as long-term care hospitals, rehabilitation facilities, and critical access hospitals. The legislation directly affects hospital workers and medical facilities by establishing federal criminal penalties for violence against employees and providing funding to improve workplace safety. The law aims to address the rising problem of workplace violence against healthcare workers, which the bill states has increased since 2011.

Safe Step Act

Maddy summaryHR 2630, the Safe Step Act, requires group health plans and health insurance issuers to establish a clear, transparent process for patients or their doctors to request exceptions to medication step therapy protocols. These protocols typically force patients to try cheaper drugs first before covering more expensive alternatives. The bill mandates that plans must approve exceptions when prior treatments failed, delay would cause serious harm, a treatment is unsafe, or a patient is stable on a previously approved drug, with strict 72-hour (or 24-hour in emergencies) decision timelines. It also requires plans to publish the exception process online and limit documentation requests to only necessary medical information. This law directly affects health insurers, employers offering health plans, and patients using step therapy for prescription drugs.

CALM Modernization Act of 2023

Maddy summaryThe CALM Modernization Act of 2023 updates the law requiring consistent audio levels between TV commercials and programming to include video streaming services. It directs the Federal Communications Commission (FCC) to create a new rule within one year that prevents streaming services from making commercial audio louder than the surrounding video content, similar to existing TV requirements. The rule would take effect 180 days after publication but allows up to one year of delay for streaming services facing significant financial hardship. The bill also mandates a government report to evaluate the current law's effectiveness in moderating commercial loudness.
