Maddy summaryHR 8563, the Sunset Act of 2022, requires most federal agency rules to automatically expire 10 years after issuance unless Congress passes a specific extension. Agencies must submit reports to Congress 180 days before expiration and identify rules for annual review, with 10% of rules reviewed each year for 9 years. Congress can extend rules only through a joint resolution introduced within 3 days of receiving the agency report, requiring bipartisan leadership sponsorship. This law directly affects federal agencies (who create rules) and Congress (who must vote on extensions), changing how long regulations remain in effect without renewal.

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.
Justice for American Victims Of Terrorism Act of 2022 This bill requires certain funds seized from Da Afghanistan Bank pursuant to a February 11, 2022, executive order to be transferred to the U.S. Victims of State Sponsored Terrorism Fund, which provides compensation to certain U.S. persons injured in acts of international state-sponsored terrorism.
Providing Reports On The Efforts Combating Threats in Schools Act or the PROTECTS Act This bill requires the President to report to Congress within 30 days on the efforts of executive agencies to make school security improvements to protect children in public elementary and secondary schools.
Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)
Maddy summaryThis bill prohibits federal funding for any activities related to Executive Order 14074 (issued May 25, 2022), which aimed to improve policing and criminal justice practices. It directly affects federal agencies that would otherwise implement the executive order's requirements using taxpayer dollars. The key provision blocks all federal funds from being used to carry out the order's provisions, effectively halting its implementation through budgetary means. The bill does not alter the executive order itself but prevents its federal financial support.
National Education Association Charter Repeal Act This bill repeals the federal charter granted to the National Education Association of the United States.
Traveler's Gun Rights Act This bill allows an individual who does not have a physical residence in a state to use the address for a private mailbox or post office box maintained by that individual for purposes of obtaining a firearm from a federally licensed dealer.
Employee Rights Act This bill makes various changes with respect to the collective bargaining process and labor relations. For example, the bill permits an employer to refuse to collectively bargain with a union within 90 days prior to the expiration of a collective bargaining agreement if the employer receives evidence that the majority of the employees in the bargaining unit do not support the union. The bill requires support from a majority of the employees in the bargaining unit (not just a majority of the employees voting) when electing union representation. The bill also requires unions to provide bargaining unit employees with the right to vote by secret ballot, including when voting whether to engage in a strike or refusal to work. Further, union dues, fees, assessments, and other contributions may be used for only collective bargaining or contract administrative functions. Additionally, the bill establishes a process for nullifying executive orders that the Office of Management and Budget determines are likely to result in an employer ordering a plant closure or mass layoff.
Russian Travel Sanctions for a Democratic Ukraine Act This bill imposes visa-blocking sanctions on certain citizens of Russia. Specifically, the President must impose such sanctions on citizens of Russia who are (1) Russian oligarchs, (2) employees of Russia's government, or (3) employees of companies that are owned by or receive funding from Russia's government. The President must also impose the sanctions on family members of such individuals. The President must coordinate with allies, including NATO member states, on the imposition of such sanctions. The President may waive the application of such sanctions in certain instances.
