Taiwan Democracy Defense Lend-Lease Act of 2022 This bill authorizes the President to lend or lease defense articles to Taiwan for protection against potential Chinese military aggression and requires the President to establish expedited procedures for delivering loaned or leased defense articles to Taiwan.
Preserving Access to Home Health Act of 2022 This bill restricts the Centers for Medicare & Medicaid Services (CMS) from decreasing payments for Medicare home health services based on certain adjustments until 2026. Current law requires the CMS to make certain permanent and temporary payment adjustments under the Medicare prospective payment system for home health services based on behavioral assumptions for 2020 through 2026. The bill restricts the CMS from making adjustments that decrease payments until 2026; the CMS must also ensure that any such necessary decreases are made before 2032.
Arms Exports Delivery Solutions Act This bill requires the Department of State and the Department of Defense to report to Congress on certain transfers of defense articles or defense services since October 1, 2017. The report must include a list of approved transfers to Taiwan, Japan, South Korea, Australia, or New Zealand that are above a certain value threshold and that have not been fully delivered by the start of the fiscal year in which the report is being submitted.
Prosper Africa Act This bill requires actions to promote trade, investment, and strategic partnerships between the United States and countries in Africa. The President must establish the Prosper Africa Initiative to prioritize and coordinate U.S. government activities and diplomatic efforts aimed at increasing two-way trade and investment between the United States and Africa. The President must also establish (1) the Prosper Africa Directorate to perform various functions to support the initiative, including by developing and implementing policies to promote such trade and investment; (2) an interagency leadership committee to provide strategic guidance to the initiative and coordinate federal agency efforts; and (3) an advisory council to advise the President on the extent to which the directorate and federal agencies are meeting the objectives established in this bill. Designated staff in U.S. embassies located in Africa shall also support the initiative to the extent practicable. The President must seek to convene a meeting every two years between the U.S. government and the heads of state of African countries to advance shared priorities and strengthen partnerships. The bill also requires the President to (1) report to Congress and make publicly available a government-wide strategy to achieve this bill's objectives, and (2) annually report to Congress on matters related to U.S. government efforts to achieve this bill's objectives.
Gabriella Miller Kids First Research Act 2.0 This bill reauthorizes through FY2027 a pediatric disease research initiative within the National Institutes of Health (NIH) and requires the NIH to coordinate pediatric research activities to avoid duplicative efforts. Additionally, the Department of Health and Human Services must report, within five years, to Congress about research funded through the initiative.
Canyon's Law This bill prohibits the preparing, placing, installing, setting, deploying, or otherwise using an M-44 device on public land. An M-44 device is defined as a device designed to propel sodium cyanide when triggered by an animal, including any device that may be commonly known as an M-44 ejector device or an M-44 predator control device. No later than 30 days after the enactment of this bill, any federal, state, or county agency that has prepared, placed, installed, set, or deployed an M-44 device on public land shall remove each such device from such land.
Peggy Frank Memorial Act This bill requires, by three years after this bill's enactment, that any delivery vehicle owned or leased by the U.S. Postal Service (USPS) be modified to include a climate control unit. The USPS may not purchase or lease any delivery vehicle unless that vehicle has a climate control unit.
Nation's Oldest Port National Heritage Area Act This bill establishes the Nation's Oldest Port National Heritage Area in Florida. Such heritage area shall consist of natural watersheds in Nassau, Duval, St. Johns, and Flagler Counties. The Nation's Oldest Port Heritage Area Alliance, Inc., shall serve as the local coordinating entity for the heritage area and shall develop a management plan for it.
Break Free From Plastic Pollution Act of 2021 This bill sets forth requirements and incentives to reduce the production of a variety of products and materials, including plastics, and increase efforts to collect, recycle, or compost products and materials. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2023, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for certain facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency (EPA) must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. The EPA must also ensure that certain clothes washers have filtration units as required by this bill. Finally, the bill establishes limitations on the export of plastic waste to other countries.
This resolution expresses condolences with respect to the collapse of the Champlain Towers South condominium building in Surfside, Florida, and supports the investigation into the causes of the collapse and efforts to prevent future high-rise building collapses.
