Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 125 law enforcement officers. Grant funds may be used for various activities, including to provide de-escalation training and improve recruitment and retention.

Violent Incident Clearance and Technological Investigative Methods Act of 2022 or VICTIM Act of 2022 This bill directs the Department of Justice to establish a grant program for state, tribal, or local law enforcement agencies or prosecuting offices (or groups of tribal agencies or offices) to establish, implement, and administer violent incident clearance and technological investigative methods.

Strengthening Courts for Kids and Families Act This bill reauthorizes through FY2027 and revises the Court Improvement Program, including providing for state courts to implement training for judges, attorneys, and other legal personnel to improve parent, family, and youth engagement in child welfare proceedings.

This bill retroactively applies the Generalized System of Preferences (a U.S. trade preference program that provides duty-free access to imports on products from certain developing countries) for the period after December 31, 2020, and before September 1, 2022. These covered articles shall be liquidated or reliquidated as though entry occurred on December 31, 2020. A request for liquidation or reliquidation must be filed with U.S. Customs and Border Protection (CBP) and such request must contain sufficient information for CBP to locate the entry or, if the entry cannot be located, reconstruct the entry. Any amounts owed by the United States pursuant to liquidation or reliquidation of an entry of a covered article shall be paid without interest.

Patient Advocate Tracker Act This act requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.

Securing American Acquisitions, Readiness, and Military Stockpiles Act of 2022 or the Securing American ARMS Act of 2022 This bill provides that acquisition procedures other than competitive procedures may be used to (1) replenish United States stockpiles with like defense articles when stockpiles are diminished as a result of the response to an armed attack by a foreign adversary against a U.S. ally or partner, or (2) contract for the movement or delivery of defense articles transferred to such ally or partner through the President's drawdown authorities in connection with such response, provided that the United States is not a party to the hostilities. The head of the applicable agency must provide the congressional defense committees written notification of the use of such procedures within one week after such use.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Assault Weapons Ban of 2022 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.
