Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful labor practice for an employer to enter into, or attempt to enforce, a contract with an employee or job applicant that contains a nondisparagement or nondisclosure clause that covers workplace or sexual harassment, including retaliation for participating in a workplace harassment proceeding. The bill exempts certain settlement or separation agreements from such prohibition. The bill also requires the Securities and Exchange Commission to promulgate a regulation that requires any issuer of securities to submit a report for the most recent five-year period with respect to workplace and sexual harassment. The commission must provide for the development and dissemination of training programs and information regarding workplace and sexual harassment. The bill denies a tax deduction for amounts related to judgments and expenses in connection with litigation related to workplace or sexual harassment. It also excludes from gross income, for income tax purposes, any amount received in connection with a claim or settlement related to workplace or sexual harassment, or other unlawful discrimination.

Overseas Americans Financial Access Act This bill modifies tax reporting requirements that apply to foreign financial institutions and individuals with foreign financial assets to create exceptions for the foreign accounts of certain U.S. residents or citizens living abroad.
Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2021 This bill reauthorizes through FY2028, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.
Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.
Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.
Caring for Survivors Act of 2021 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs. The bill also adjusts the amount payable to surviving spouses and children of veterans who were rated as totally disabled for a period of less than 10 years before their death.
This bill generally addresses the adverse effects of climate change with a particular focus on immigration. Specifically, the bill establishes an immigration pathway to admit climate-displaced persons into the United States. These are individuals (1) who need durable resettlement because of an environmental change that adversely affects their living conditions, and (2) whose government cannot or will not provide a resettlement solution. Persons admitted to the United States under this pathway are entitled to the same resettlement assistance and benefits available to refugees. Additionally, the bill authorizes the President to provide foreign assistance for promoting resilience and reducing vulnerability among communities facing adverse effects of climate change. It also creates the position of Coordinator of Climate Change Resiliency in the Department of State. Moreover, the State Department must implement, and periodically report on, a strategy to mitigate the impact of climate change on displacement and humanitarian emergencies. The State Department must also provide (1) training on climate displacement to foreign service officers assigned to countries from which climate-displaced persons originated, and (2) guidance on the humanitarian impacts associated with climate change to all U.S. diplomatic missions. The bill also requires the President to report on displacement caused by climate change.
Gay and Trans Panic Defense Prohibition Act of 2021 This bill generally prohibits a federal criminal defendant from asserting, as a defense, that the nonviolent sexual advance of an individual or a perception or belief of the gender, gender identify or expression, or sexual orientation of an individual excuses or justifies conduct or mitigates the severity of an offense.
Equal Access to Abortion Coverage in Health Insurance Act of 2021 or the EACH Act of 2021 This bill requires federal health care programs to provide coverage for abortion services and requires federal facilities to provide access to those services. The bill also permits qualified health plans to use funds attributable to premium tax credits and reduced cost sharing assistance to pay for abortion services.
PrEP Assistance Program Act This bill establishes a grant program to provide pre-exposure prophylaxis (PrEP) and related services to individuals at no cost. PrEP is medication given to individuals at risk of HIV to reduce their likelihood of contracting the virus. The Department of Health and Human Services must award the grants to state, tribal, and local governments; certain health clinics; and community-based organizations.
