Medicaid Staffing Flexibility and Protection Act of 2023

Maddy summaryHR 5165, the Medicaid Staffing Flexibility and Protection Act of 2023, allows states to contract with outside agencies or contractors to handle Medicaid eligibility determinations and fair hearings, while preventing delays or denials of coverage for eligible individuals. States must ensure contractors have no financial ties to private Medicaid managed care organizations that serve Medicaid enrollees. The bill requires contractors to avoid incentives that would delay eligibility decisions or deny coverage to qualified applicants. This policy change directly affects state Medicaid programs and their contracted service providers, aiming to streamline processes without compromising access.

To amend title 46, United States Code, to include the replacement or purchase of additional cargo handling equipment as an eligible purpose for Capital Construction Funds, and for other purposes.

Maddy summaryThis bill amends U.S. Code to allow capital construction funds - previously used for vessel upgrades - to cover the replacement or purchase of cargo handling equipment at U.S. marine terminals. It defines "cargo handling equipment" to include U.S.-manufactured gear or foreign-made equipment if U.S. supply is insufficient or low-quality, as determined by terminal operators. The bill prohibits using funds for cranes made in China or fully automated equipment that could cause job losses at terminals. Marine terminal operators (not individual vessels) are the primary beneficiaries, with eligibility tied to equipment meeting specific U.S. manufacturing or supply criteria.

Lacey Act Amendments of 2023

Maddy summaryHR 4922, the Lacey Act Amendments of 2023, establishes a new rule that generally prohibits importing non-native wildlife species (including mammals, birds, fish, amphibians, and reptiles) into the U.S. unless they were imported in "more than minimal quantities" during the year before the law passed or the Secretary of the Interior determines they pose no significant invasion risk. This directly affects importers and businesses handling non-native wildlife, requiring them to meet specific criteria to legally import such species. The bill also grants the Secretary emergency authority to immediately ban imports of a species deemed an imminent threat to humans, agriculture, or wildlife, with a 3-year limit on such bans. The new rules take effect one year after enactment, with the Secretary required to define "minimal quantities" within that timeframe.

250th Anniversary of the United States Marine Corps Commemorative Coin Act

Maddy summaryThis bill directs the U.S. Treasury to mint commemorative coins marking the Marine Corps' 250th anniversary in 2025. It authorizes three coin types: $5 gold coins (max 50,000), $1 silver coins (max 400,000), and half-dollar coins (max 750,000), with surcharges of $35, $10, and $5 respectively. The surcharge proceeds will fund the Marine Corps Heritage Center's educational programs, with no net cost to taxpayers as the Treasury must recover all minting costs through the surcharges. The coins can only be issued during 2025, and the Treasury must ensure all costs are covered before distributing funds to the Heritage Foundation.

Launch Communications Act

Maddy summaryThis bill directs the Federal Communications Commission (FCC) to streamline how commercial space companies access specific radio frequencies (like 2025-2110 MHz) needed for launches and reentries. Within 90 days, the FCC must finalize rules for secondary use of these frequencies after government needs are met, and within 180 days, create faster approval processes - including multi-site authorizations and automated reviews. It directly affects commercial space companies operating under FAA space launch licenses, reducing bureaucratic delays for their spectrum access.

Specifically, the bill requires the Department of State to establish the Office of Multilateral Strategy, which must implement a strategy to counter China at the United Nations. The office must report on its work to Congress. The State Department must also increase the number of U.S.-sponsored junior professional officers at the United Nations to match or exceed the number of such officers sponsored by China. Main Street Tax Certainty Act

Maddy summaryHR 4721, the Main Street Tax Certainty Act, makes a permanent the 20% tax deduction for eligible small business owners under Section 199A of the tax code. This provision directly affects pass-through business owners (like S-corps, partnerships, and sole proprietorships) who qualify for the deduction. The bill achieves this by removing the temporary expiration language (subsection (i)) from the existing tax code provision. The key change is ending the need for annual congressional extensions of this deduction, providing long-term tax certainty for small businesses.

Major Richard Star Act

Maddy summaryThis bill, HR 1282 (Major Richard Star Act), expands benefits for certain military retirees by allowing them to receive both veterans' disability compensation and military retirement pay simultaneously. It specifically affects combat-related disabled retirees under Chapter 61 of the military retirement system who have fewer than 20 years of service. The key change removes the automatic reduction of military retirement pay when these retirees also receive disability compensation, as amended in Section 1413a(b)(3) of Title 10. Technical updates to the law’s structure and effective date (starting after enactment) complete the provisions.
