Maddy summaryHR 646, the SHORT Act, clarifies firearm definitions under federal law to exclude antique firearms and certain collector items from the "firearm" category. It removes restrictions on short-barreled rifles and shotguns used lawfully by eliminating specific prohibitions in federal law and preempts state laws imposing taxes or registration requirements on these weapons. The bill also mandates the destruction of federal records related to short-barreled rifles, shotguns, and other weapons defined under the National Firearms Act within 365 days of enactment. This directly affects owners of these specific firearms, particularly collectors and individuals possessing short-barreled weapons legally under federal law. The key mechanisms include revised definitions, federal preemption of state regulations, and record destruction requirements.
Maddy summaryThis bill establishes an EPA program to protect and restore South Florida's waterways, ecosystems, and coastal habitats. It creates two grant programs: one for restoration projects (like wetlands, coral reefs, and the Everglades) and another for environmental education in schools. Eligible recipients include state/local governments, tribes, universities, and nonprofits. The bill authorizes $50 million annually (2024-2028) for these efforts, with specific rules ensuring funds support projects in defined areas like the Everglades, Florida Bay, and Indian River Lagoon.
Ceasing Age-Based Trucking Restrictions Act This bill exempts drivers who transport goods from a port of entry and another place within the same state from age restrictions and other requirements that apply to federal commercial driver's licenses.
Maddy summaryHR 683 (PASS Act of 2023) expands the Committee on Foreign Investment in the United States (CFIUS) review process to cover foreign investments in U.S. agriculture businesses, agricultural biotechnology, and private farmland. It mandates that the President block transactions involving foreign entities from China, Russia, Iran, or North Korea that would give them control over U.S. agricultural operations or land used for farming. The bill allows limited presidential waivers for national security reasons but requires a 30-day review period before any waiver. Additionally, it requires the Secretary of Agriculture to submit biannual reports to Congress on risks posed by foreign ownership in U.S. agriculture.
Maddy summaryThe Financial Exploitation Prevention Act of 2023 requires investment companies and transfer agents to implement safeguards for "specified adults" (individuals aged 65+ or those with a mental/physical impairment that limits their ability to protect their own financial interests) who hold direct-at-fund accounts. It mandates collecting contact information for a trusted person to help verify account activity, and allows delaying redemption payments (for up to 25 business days total) if financial exploitation is suspected, after notifying the trusted contact and conducting an internal review. The law also requires detailed record-keeping, internal procedures for handling delays, and directs the SEC to submit a report to Congress within one year on further regulatory needs.
Verification Of The Electorate Act or the VOTE Act This bill requires documentary proof of U.S. citizenship to register to vote in federal elections and imposes criminal penalties for violations. Specifically, the bill prohibits an individual from registering to vote in federal elections unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship. The chief state election official of a state must consult with the Election Assistance Commission to determine the documents an individual must provide to prove U.S. citizenship. An individual who violates this bill shall be fined, imprisoned for up to five years, or both.
Stop Human Trafficking in School Zones Act This bill establishes an enhanced penalty—an additional prison term of up to five years—for certain human trafficking offenses and sex offenses involving minors that occur within 1,000 feet of the real property comprising a school, school-sponsored activity, playground, or public housing facility; or within 100 feet of certain other places where children gather (e.g., a youth center or swimming pool). The additional prison term must be served consecutively with the prison term imposed for the underlying offense.

This resolution expresses the sense of the House of Representatives that (1) the President should classify synthetic illicit fentanyl-related substances as weapons of mass destruction; and (2) illicit fentanyl, and illicit fentanyl-related substances, should be permanently placed in schedule I (i.e., as drugs, substances, or chemicals with no currently accepted medical use and a high potential for abuse).
