Maddy summaryHR 2849 creates a tax credit for U.S. manufacturers producing rare earth magnets. The credit offers $20 per kilogram for magnets made with domestically sourced materials, or $30 per kilogram if at least 90% of the rare earth components are produced in the U.S. The credit phases out over time, reducing to 70% in 2033, 35% in 2034-2035, and ending after 2035. A. Donald McEachin Environmental Justice For All Act

Maddy summaryThis bill establishes a comprehensive framework to address environmental justice by requiring federal agencies to identify and address disproportionately adverse environmental and health effects on communities of color, low-income communities, and Tribal and Indigenous communities. It creates a White House Environmental Justice Interagency Council to coordinate federal efforts, mandates that agencies develop environmental justice strategies, and requires consideration of cumulative impacts in permitting decisions for pollution sources. The bill also establishes grant programs for environmental justice communities, creates training requirements for federal employees, and includes specific provisions for safer cosmetics and economic revitalization in fossil fuel-dependent communities. These provisions aim to ensure fair treatment and meaningful involvement of all people in environmental decision-making processes, directly affecting federal agencies and communities disproportionately burdened by environmental hazards.

DOC Act

Maddy summaryThis bill reauthorizes annual funding for teaching health centers that train doctors through graduate medical education programs. It sets specific funding levels from 2011 through 2034, gradually increasing over time (e.g., $582.7 million annually for 2033), with future years adjusted for inflation based on medical care costs. The funding directly supports community-based teaching hospitals and clinics that provide both patient care and physician training. Key provisions include fixed annual amounts for specific fiscal years and an inflation adjustment mechanism starting in 2034. This is a procedural funding measure affecting healthcare training institutions, not a new policy.

Enhancing Electric Grid Resilience Act

Maddy summaryThis bill establishes new rules for allocating costs of major interstate or offshore transmission projects (over 1,000 MW new capacity or 500 MW expansion) that qualify as "transmission facilities of national significance." It requires the Federal Energy Regulatory Commission (FERC) to ensure these costs are distributed to customers based on the estimated benefits they receive - such as improved grid reliability, resilience, or economic gains - rather than solely on geographic location. The law applies specifically to large-scale projects completed after enactment, affecting utility companies building these facilities and the electricity ratepayers who ultimately cover the costs through their bills. It does not change cost allocation for smaller or non-national significance transmission projects.

Community Solar Consumer Choice Act of 2023

Maddy summaryThe Community Solar Consumer Choice Act of 2023 requires electric utilities to offer community solar programs that provide equitable access for all customers, including low-income households. It establishes a federal program under the Department of Energy to increase community solar access for low-income individuals, businesses, nonprofits, and state/local governments through technical assistance, support for innovative financing models, and data sharing from national laboratories. The program aligns with existing federal efforts for low-income communities and mandates that utilities begin implementing these programs within one year, completing full compliance within two years. This policy directly affects utilities, low-income ratepayers, and community solar developers by creating new requirements and resources for expanded solar access.

Efficient Grid Interconnection Act of 2023

Efficient Grid Interconnection Act of 2023 This bill establishes requirements concerning (1) the equitable allocation of costs for electric grid upgrades; and (2) the deployment of grid enhancing technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system. Specifically, it directs the Federal Energy Regulatory Commission (FERC) to issue regulations that require public electric utilities to allocate the cost of upgrades to the electric grid, such as upgrades to interconnect renewable generation projects, among all customers that benefit from the upgrades. In determining which parties benefit, FERC must consider all material benefits of the network upgrade, including environmental benefits and those that cannot be directly quantified. In addition, FERC must issue regulations that apply to regional transmission organizations, independent system operators, or transmission planning coordinators when they are processing requests to interconnect generation projects or energy storage projects to the electric grid. The regulations must require such organizations, operators, and coordinators to study deploying technology or equipment that increases the capacity, efficiency, or reliability of a transmission facility or transmission system.
