Reconciliation in Place Names Act

Reconciliation in Place Names Act This bill directs the Department of the Interior to establish the Advisory Committee on Reconciliation in Place Names to advise the Board on Geographic Names with regard to renaming geographic features with offensive place names. The board shall rename a geographic feature with an offensive name in accordance with a recommendation of the committee unless the board determines that (1) there is a compelling reason and substantial public interest in rejecting the recommendation, or (2) approving the recommendation would violate federal law. The board shall accept or reject a recommendation within three years of receiving the recommendation.

Urban Waters Federal Partnership Act of 2021

Urban Waters Federal Partnership Act of 2021 This bill provides statutory authority for the Urban Waters Federal Partnership Program. Under the program, the Environmental Protection Agency and other specified agencies must reconnect urban communities, particularly urban communities that are overburdened or economically distressed, with their waterways by improving coordination among federal agencies.

To designate the September 11th National Memorial Trail Route, and for other purposes.

This bill designates a trail route, to be known as the September 11th National Memorial Trail Route, to link the National 9/11 Memorial and Museum in New York, New York, the National 9/11 Pentagon Memorial in Arlington, Virginia, and the Flight 93 National Memorial in Somerset County, Pennsylvania. The September 11th National Memorial Trail Route shall provide for a tribute to the family members and loved ones who were victims of the attack and the heroes of September 11th, including the first responders in the days, weeks, and months after the attack; be a trail of remembrance to honor the fallen in a tangible way that keeps their memories alive and reaffirms the exceptionalism of our country; and be a celebration of our nation's resilience and perseverance since September 11, 2001. The September 11th National Memorial Trail Route shall be administered by the National Park Service but not be considered to be a unit of the National Park System or a part of the National Trail System.

Objecting to the slowdown in mail delivery and postage rate increase instituted by Postmaster General Louis DeJoy and seeking to halt both actions pending further investigation.

This concurrent resolution objects to the slowdown in mail delivery instituted by the Postmaster General and urges that the decisions to slow down mail and increase postage rates be halted immediately pending further investigation and full substantiation by the Postmaster General to Congress.

Recognizing the ongoing crackdown on freedom of expression and human rights in Belarus a year after the 2020 election, calling for an end to Alyaksandr Lukashenka's continued campaign of repression against peaceful protesters, journalists, cultural workers, human rights defenders, trade union activists, political activists, and government critics, and expressing solidarity with the Belarusian people.

This resolution condemns Belarusian authorities' assault on freedom of expression and human rights in Belarus since the August 2020 presidential election. The resolution also calls for the immediate release of journalists, cultural figures, and dissidents currently held as political prisoners in Belarus. Furthermore, the resolution calls on the Biden Administration to support initiatives to assist survivors of torture and other human rights violations from Belarus, including by working with allies in the region to grant them protection and providing avenues for them and their families to access safety in the United States; examine all available accountability options for violators of human rights and fundamental freedoms; and demand that Belarus cooperate fully with international partners and organizations, including the United Nations High Commissioner for Human Rights. Finally, the resolution supports the aspirations of the Belarusian people in their struggle for freedom and human rights.

REAL ID Gender Requirement Reform Act

REAL ID Gender Requirement Reform Act This bill removes the requirement that a state driver's license or identification card must include the individual's gender to be recognized for federal purposes (i.e., to be a REAL ID). If a state includes any such gender or sex identification, there must not be any additional documentation requirement and the state must include a neutral or other designation in the gender or sex field.

Commission of Fine Arts District of Columbia Home Rule Act This bill instructs the Commission of Fine Arts to advise only on the location of statues, fountains, and monuments in public squares, streets, and parks in the District of Columbia (DC) that are owned by the federal government, with the exception of the U.S. Capitol, any buildings of the Library of Congress, any buildings, properties, and projects owned by DC, and any private buildings, properties, and projects.

National Disaster Safety Board Act of 2021

National Disaster Safety Board Act of 2021 This bill provides funding for and establishes within the executive branch a National Disaster Safety Board to study and make recommendations concerning the underlying causes of disaster-related fatalities and property damage. Specifically, the board shall review and establish the facts, circumstances, and cause or probable cause of the loss of life, human injury, and economic injury due to a natural hazard with 10 or more fatalities. The bill defines natural hazard to mean a major disaster that is naturally occurring, to include any naturally occurring heat wave or wildfire, and to exclude a technological disaster. The Government Accountability Office shall audit the board at least once every two years.

Cosmetic Supply Chain Transparency Act of 2021

Cosmetic Supply Chain Transparency Act of 2021 This bill requires the Food and Drug Administration (FDA) to maintain a list of certain nonfunctional constituents in cosmetics that are harmful to human health or the environment, authorizes the FDA to request from a brand owner (i.e., the entity bringing a cosmetic to market) certain information about a cosmetic's ingredients, and addresses related issues. For each listed nonfunctional constituent, the list must identify the ingredient or cosmetic (or category of ingredient or cosmetic) in which the constituent is known or reasonably expected to be present. The FDA must also (1) establish procedures for petitions to add substances to the list, (2) issue guidance for industry related to testing and detecting such nonfunctional constituents, and (3) establish a committee to provide advice on creating the list and developing the required industry guidance. Within a year of a nonfunctional constituent being added to the list, a supplier of an ingredient or cosmetic must test for that constituent and provide a brand owner the results and other information before selling the ingredient or cosmetic to the brand owner. A supplier of an ingredient or cosmetic must provide additional information about the item upon a brand owner's request. Brand owners must maintain records with information about the suppliers of ingredients and raw materials used in their cosmetics and provide such information to the FDA upon request. The bill also imposes civil penalties for brand owners and suppliers that violate this bill's provisions.
