Loan Forgiveness for Educators Act

Maddy summaryThe Loan Forgiveness for Educators Act would provide full student loan forgiveness to educators who work in high-need schools or early childhood education programs. After completing 5 years of qualifying service, educators would have 100% of their outstanding student loans forgiven, with the option for monthly loan forgiveness during their service period. The bill defines "high-need schools" as those with over 30% of students in poverty or identified for improvement, and includes special provisions for educators working in Native American, Tribal, and Bureau of Indian Education schools. Educators could count service completed before the law's enactment toward their 5-year requirement, and the program would cover both FFEL and Direct Loan programs.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2023

Maddy summaryThis bill restores access to VA housing loans and educational benefits for Black World War II veterans who were denied GI Bill benefits due to racial discrimination, as well as for their living spouses, children, grandchildren, or direct descendants. It defines eligibility by requiring applicants to certify that their veteran relative was denied GI Bill benefits on racial grounds, with a five-year application window starting from the bill's enactment date. The VA must process these applications within 90 days and report to Congress on the number of recipients and total benefit value within one year. This addresses historical discrimination by creating new pathways to benefits for affected individuals and their families.

Office of Gun Violence Prevention Act of 2023

Maddy summaryThe Office of Gun Violence Prevention Act of 2023 establishes a new office within the Department of Justice to coordinate federal efforts on gun violence prevention. The office, led by a Director appointed by the Attorney General, will evaluate existing programs, identify data gaps, and make evidence-based policy recommendations to Congress and the President. It will work with an advisory council including DOJ officials and external members like gun violence survivors, community service providers, and public health experts. The office must produce an annual report to Congress on gun violence trends and policy recommendations, and the bill authorizes funding to support these activities.

Abortion is Health Care Everywhere Act of 2023

Maddy summaryHR 1723, the Abortion is Health Care Everywhere Act of 2023, amends the Foreign Assistance Act to remove restrictions on using U.S. foreign aid funds for abortion services. It explicitly allows U.S. foreign assistance programs to fund comprehensive reproductive health care, including abortion services, training, and equipment. This change directly affects U.S. international health programs and recipient countries, enabling them to integrate safe abortion care into broader reproductive health services. The bill aims to align U.S. policy with global health guidelines by making abortion services a standard part of reproductive health care funded through foreign assistance.

Sarah Debbink Langenkamp Active Transportation Safety Act

Maddy summaryThis bill modifies federal highway funding rules to prioritize safety for cyclists and pedestrians. It allows states and local governments to receive 100% federal funding for projects that connect existing bike/pedestrian infrastructure or reduce safety risks for these users, instead of the usual lower federal share. The bill also requires projects to align with state safety plans focusing on vulnerable road users and includes specific "Proven Safety Countermeasures" for cyclists/pedestrians. These changes directly affect states administering federal highway funds and local governments seeking to improve non-motorized transportation infrastructure.

Outdoors for All Act

Maddy summaryThe Outdoors for All Act establishes a federal grant program to fund outdoor recreation projects in underserved communities. It authorizes the Secretary of the Interior to award grants to eligible entities (like states, cities, tribal organizations, or nonprofits) for acquiring land, developing parks, or renovating outdoor facilities in qualifying urban areas (population 25,000+ or tribal lands) or low-income communities (where 30%+ of residents have incomes at or below 80% of local median income or 200% of the federal poverty line). Grants require a 100% cash or in-kind match (with limited waivers), prohibit funding for indoor facilities or maintenance, and prioritize projects enhancing park access, engaging youth, creating jobs, or improving environmental benefits like reducing urban heat islands. The program mandates annual reporting and focuses on concrete community outcomes rather than speculative results.

TRACK Act of 2023

Maddy summaryThe TRACK Act of 2023 requires federal agencies (including HHS, NIH, Defense, and Veterans Affairs) to create a public database tracking all government funding for biomedical research and development. It compiles specific details about contracts, grants, licensing agreements, and tax benefits related to drug, device, and therapy development - including funding amounts, recipient organizations, product names/prices, and patent information. The database must be searchable by the public within one month of the bill’s enactment and updated every two weeks. This directly affects federal agencies managing biomedical funding and the private companies, institutions, and researchers receiving that support. The goal is to increase transparency about how taxpayer dollars fund medical product development.

To amend the Richard B. Russell National School Lunch Act to require schools to provide fluid milk substitutes upon request of a student or the parent or guardian of such student, and for other purposes.

Maddy summaryHR 1619 requires schools participating in the National School Lunch Program to provide fluid milk substitutes (like soy or almond milk) upon request by a student or their parent/guardian. The bill removes the previous requirement that substitutions needed a medical authority's written statement for most dietary needs, instead allowing requests based on the student's or parent's request alone. It aligns the definition of acceptable substitutes with current Dietary Guidelines for Americans. This change directly affects students with dietary restrictions, making it simpler for schools to accommodate their needs without extra medical documentation.

Preparing Superfund for Climate Change Act of 2023

Maddy summaryThis bill (HR 1444) amends the Superfund law to require the EPA to consider climate change impacts when planning cleanups at contaminated sites. It adds new language requiring the EPA to assess how climate-related disasters - like floods or storms - might affect cleanup sites, including projected changes due to climate change. The EPA must now evaluate whether existing cleanup plans remain protective as climate conditions evolve. This applies directly to all current and future Superfund site remediation efforts managed by the EPA.
