Equal Access to Justice for Victims of Gun Violence Act of 2025

Maddy summaryThis bill repeals key provisions of the Protection of Lawful Commerce in Arms Act (PLCAA), which previously shielded gun manufacturers and dealers from civil lawsuits. It allows gun trace data from the federal Firearms Trace System to be used as evidence in civil court cases involving gun violence. Victims of gun violence (or their families) who sue gun manufacturers, dealers, or distributors in state or federal court can now access and rely on this trace information. The bill directly changes the legal landscape by removing a major barrier to holding gun industry entities accountable in civil cases. It does not alter criminal proceedings or affect gun ownership rights.

Fit to Serve Act

Maddy summaryThis bill prohibits the U.S. military from discriminating against service members or applicants based on gender identity. It bans policies that would deny service, involuntarily separate members, deny medically necessary healthcare, or require service in a gender different from one's identity. The law defines "gender identity" broadly to include a person's internal sense of gender, appearance, and mannerisms, regardless of sex assigned at birth. It directly affects transgender and gender-diverse individuals currently serving or seeking to serve in the Armed Forces.

Stop TRUMP in Crypto Act of 2025

Maddy summaryThis bill prohibits the President, Vice President, Members of Congress, and their immediate family members from engaging in specific digital asset activities. It bans them from owning digital assets where they could unilaterally alter them, serving as officers for crypto issuers, receiving compensation for crypto sales/marketing, or trading with non-public information while in office. The law also prevents these individuals from using trusts, companies, or other entities to secretly participate in digital asset markets, requiring full disclosure of indirect ownership. Violations could trigger criminal penalties under existing federal law, mirroring restrictions on other financial conflicts of interest.

CLEAR (Committee Leadership and Enhanced Accountability for Resilience) Defense Production Act of 2025

Maddy summaryHR 3542 creates a new leadership structure for the Defense Production Act (DPA) Committee, requiring a senior federal official (Senior Executive Service level) to serve as its chair and report directly to the Commerce Secretary. The bill mandates that all federal agencies using DPA authorities submit quarterly reports detailing how they applied these tools for national defense, including the purpose and outcomes. It establishes a public, searchable online database (the "DPA Registry") where agencies must record each use of DPA authorities since 2024, explaining why and how they were used. The registry will be secured against cyber threats and provide varying access levels - full public access for non-sensitive data, with limited access for national security-sensitive information. These changes aim to improve coordination, transparency, and accountability in how the federal government employs DPA powers for defense resilience.

Supreme Court Tenure Establishment and Retirement Modernization Act of 2025

Maddy summaryThis bill would establish 18-year fixed terms for all Supreme Court justices, replacing lifetime appointments. It requires the President to nominate one justice every two years (during first and third years after presidential elections), with Senate confirmation within 90 days, and prohibits reappointments after a single term. Current justices would be phased out in order of seniority as new justices are appointed under this schedule. The bill directly affects all sitting and future Supreme Court justices by mandating term limits and a structured appointment process.

FORCE Act

Maddy summaryThe FORCE Act establishes a National Defense Executive Reserve, creating temporary teams of private sector professionals who can be activated during national defense emergencies to support federal agencies like Defense, Homeland Security, and Commerce. It requires these agencies to form reserve units within 180 days, with the President activating them only during declared emergencies under specific conditions. The bill mandates the Office of Personnel Management to issue rules within 270 days covering volunteer selection, training, compensation, security clearances, and employment protections modeled after FEMA's reemployment rules. This aims to expand government emergency capacity without permanently increasing full-time staff.

Saving Our Veterans Lives Act of 2025

Saving Our Veterans Lives Act of 2025 This bill requires the Department of Veterans Affairs (VA) to implement a program to provide, upon request, a firearm lockbox (or voucher for such item) to eligible individuals. Currently, there is a pilot program under which certain veterans may be prescribed a lockbox by a VA clinician. The VA must also provide information with respect to the benefits of and options for secure firearm storage. The VA must develop an informational video on the secure storage of firearms as a suicide prevention strategy and publish the video on its website. Additionally, the VA must publish information to inform individuals who participate in the lockbox program that such lockboxes are not for resale. The VA must also implement a public education campaign to educate eligible individuals about the availability of lockboxes under the program and that participation in the program does not affect the rights of an individual with respect to the lawful ownership of a firearm.

Ensuring Lasting Smiles Act

Maddy summaryHR 3277, the Ensuring Lasting Smiles Act, requires group health plans and health insurance issuers to cover medically necessary outpatient and inpatient treatments for congenital anomalies or birth defects primarily affecting the eyes, ears, teeth, mouth, or jaw. This includes reconstructive procedures, dental/orthodontic support during treatment, and follow-up care, but excludes purely cosmetic surgery not tied to a medical diagnosis. Cost-sharing (like copays) for these services must not be stricter than for other medical benefits. The law takes effect for plan years beginning January 1, 2026, and mandates insurers to provide notice about this coverage to beneficiaries.

Therapeutic Fraud Prevention Act of 2025

Maddy summaryHR 3243, the Therapeutic Fraud Prevention Act of 2025, bans the provision of paid conversion therapy aimed at changing a person's sexual orientation or gender identity, and prohibits advertising such therapy as effective, safe, or without risk. It directly affects LGBTQ+ individuals and their families who might be targeted by these practices, as professionals have determined conversion therapy is ineffective and harmful. The law treats violations as deceptive acts under consumer protection laws, empowering the Federal Trade Commission and state attorneys general to enforce it through civil actions. It explicitly excludes legitimate gender transition support and non-discriminatory counseling from the ban.
